국문 초록

본 연구의 목적은 북핵 문제 해결을 위한 전략적 함의를 도출하는 것이다. 특히 북핵 문제 해결과 한반도 평화체계 구축 간 연계성에 주목해, 비핵화 추진 과정에서 제기되는 평화체제 구축의 도전요소를 바탕으로 한국의 전략적 대응 원칙과 방향을 제시하는 것이다. 이를 위해 본 연구는 우선 현재 정세적 특징을 바탕으로 향후 북핵 문제 해결과 평화체제 추진 환경에 공통적으로 영향을 미치는 변수로 ‘미중 협력 관계’와 ‘북한의 제재저항 능력’을 상정했다. 두 가지 중요 변수를 통해 향후 3~4년 동안의 북핵 국면 시나리오를 통해 다음과 같은 4가지 전략적 시사점을 제시하였다. 첫째, 단기적으로 북한을 비핵화 대화로 견인하기 위해서는 북한의 제재저항능력을 약화시켜야만 한다. 둘째, 비핵화 대화가 진행되더라도 제재 완화 및 해제를 협상수단으로 활용하는 것에 대해 신중을 기해야 한다. 셋째, 북미 간 대화 재개 및 미중 관계의 변화여부에 주목해야만 한다. 넷째, 한국의 주도권을 강화하고 이해를 충분히 반영하기 위한 독자적인 ‘비핵화-평화체제’ 프레임을 구축해야만 한다.

영문 초록

This research aims to derive strategic implications in addressing nuclear issues of North Korea. While recognizing the linkage between resolving North Korea’s nuclear threats and creating the peace regime on the Korean Peninsula, this paper lays out Korea’s strategic principals and direction in the face of potential challenges that might arise in the denuclearization process, threatening to the establishment of peace regime. Given the characteristics of current international politics, “the level of the U.S.-Sino cooperation” and “NK’s ability to resist to sanctions” have been postulated as variables that would commonly affect resolving nuclear issues and setting the environment, in which the peace regime can be established. This study utilizes those major variables in analyzing various scenarios of the next three to four years facing North Korea’s nuclear issues and thus presents the following four strategic implications. First, the North’s ability to resist to sanctions should be weakened in order to induce Pyongyang into a negotiating table for denuclearization in the short-term. Second, the use of easing and lifting sanctions as a means of negotiating tool should be carefully thought out even in the midst of denuclearization dialogue. Third, one should closely follow whether a dialogue can be resumed between the US and North Korea and how the relations will unfold between the US and China. Fourth, Korea’s independent frame for “denuclearization-the peace regime,” designed to reinforce its initiative and reflect its interests, should be established.
