국문 초록

본 연구는 우리나라 국가안보를 구성하고 있는 외교, 국방, 통일전략의 최적화를 위해 바람직한 정책결정체계를 제시하고자 하였다. 이를 위해 본 연구는 김영삼 정부부터 최근 박근혜 정부에 이르기까지 역대 정부의 국가안보정책결정체계를 조직체계 및 운영방식, 정책 기획과 조정 기구 및 수준, 비서관의 역할 및 부처 자율성, 위기관리 전담기구 및 수준 등 4가지 기준에 입각하여 분석하고 비교하여 4가지의 시사점을 도출하였다. 4가지 시사점은 국가안보실과 외교안보수석실의 분리 필요, NSC 체계의 정책조정 역할유지 하 단일 지휘체계로 통합운영, 청와대 참모진의 조정관 역할 증대, 안보실 소속 각 부서 간 협업 강화 등이다. 이런 시사점을 토대로 본 연구는 바람직한 안보정책결정체계 모델을 제시했고, 각 구성 비서관실별 업무도 서술하였다.

영문 초록

This study aims at suggesting a desirable system of national security policy-making for South Korea. To do so, this study has reviewed the previous five administrations' national security policy-making systems from the Kim Young-sam's to the Park Geun-hye's in terms of four criteria. The four criteria included (1)organizational structure and operational style of the system. (2)organs and degree of policy planning and coordination, (3)roles of secretaries and degree of autonomy of relevant ministries, and (4)organs and scope of crisis management. From such a review, this study has found the following four lessons: (1)The office of national security affairs and the office of chief secretary for foreign and security affairs should be separated, (2)The national security policy-making system should be led and managed by a unified command, (3)The role of secretaries in the Blue House should be more than that of liaison officials between the president and the relevant ministries, and (4)Cooperation among offices within the Blue House must be increased further. Based on such four lessons, this study has proposed a model of national security policy-making system and enumerated roles and functions of consisting offices.
