교육 거버넌스 기사의 텍스트 마이닝: 단어의 정부별 동향과 담론 분석

국문 초록

연구목적: 본 연구는 교육의 실천적 맥락에서 언론 기사를 통해 드러난 교육 거버넌스에 대한 주요 담론을 분석하는 데 그 목적이 있다. 연구방법: 텍스트 마이닝을 활용하여 2003년 출범한 노무현 정부에서부터 2022년 출범한 윤석열 정부 2년 차인 2024년 4월까지 언론에 보도된 기사 중 교육 거버넌스 관련 내용을 포함한 기사 4,817건을 추출하여 정부별 단어출현 경향을 살펴보고, 토픽 모델링을 수행하여 교육 거버넌스 담론을 탐색하였다. 연구결과: 주요 연구 결과는 다음과 같다. 첫째, 교육 거버넌스 기사의 역대 정부별 단어출현 경향을 분석한 결과, 교육 행위자와 주체 관련 단어, 고등교육 관련 단어, 행정기관 관련 단어, 국가 및 지역의 범위를 칭하는 단어, 교육 내용 및 범위와 관련된 단어, 공동체 중심 관련 단어, 미래교육 관련 단어, 협의체 구성 관련 단어, 사회산업 및 기업 관련 단어들이 나타나는 양상이 정부별로 다소 상이한 특징을 보였다. 둘째, 본 연구에서 밝혀진 교육 거버넌스에 대한 여섯 가지 담론은 1) ‘지속가능한 삶을 위한 교육 네트워크 구축’, 2) ‘대학 입시와 정원의 해묵은 난제를 둘러싼 갈등과 해법’, 3) ‘산-관-학 연계로 지역과 지방대학 살리기’, 4) ‘학교교육 이슈 해결을 위한 통합 안전망 구동’, 5) ‘지역 주민과 함께 만들어가는 교육자치’, 6) ‘지역 교육자원 나눔으로 혁신교육 추진’이다. 논의 및 결론: 시대적으로 정부가 변화함에 따라 교육 거버넌스가 지니는 변화 지향적이고 혁신적인 의미가 확산되면서 교육계에서 참여적 민주주의가 성숙해 오고 있다는 점과 교육 거버넌스 담론이 ‘교육문제’와 ‘협력적 문제해결’을 두 축으로 한다는 점을 중심으로 논의하였다.

영문 초록

Purpose: The purpose of this study is to analyze the main discourses on educational governance as revealed through news articles, within the practical context of education. Method: Utilizing text mining, a total of 4,817 news articles related to educational governance were extracted, covering the period from the inauguration of the Roh Moo-hyun administration in 2003 to April 2024, during the second year of the Yoon Suk-yeol administration. The study examined the trends in word occurrences across different administrations and employed topic modeling to explore educational governance. Results: The main findings are as follows. First, an analysis of word occurrences trend across different governances revealed different patterns across administrations, including words related to educational actors and agents, higher education, administrative institutions, the scope of the nation and regions, educational content and coverage, community-centered concepts, future education, governance councils, and social industries and corporations. Second, the study identified six key discourses on educational governance: 1) “Building educational networks for sustainable life,” 2) “Conflicts and solutions surrounding longstanding issues of university admissions and enrollment caps,” 3) “Revitalizing local communities and regional universities through industry-government-academia collaboration,” 4) “Operating an integrated safety net to address school education issues,” 5) “Fostering educational autonomy in collaboration with local residents,” and 6) “Promoting innovative education through sharing of regional educational resources.” Conclusion: As governments change over time, educational governance has increasingly taken on a progressive and innovative orientation, reflecting a maturation of participatory democracy within the field of education. The discourses of educational governance center on two central axes: “educational issues” and “collaborative problem-solving.”
