교육주체가 인식한 교육환경 요소와 정책우선순위 분석: 강원특별자치도를 중심으로

국문 초록

연구목적: 본 연구는 강원특별자치도 내 시‧군‧읍면 지역을 중심으로 교원, 학부모, 학생이 인식하는 교육환경 요소를 분석하고, 교육환경 개선을 위한 정책적 우선순위를 도출하는 것을 목적으로 한다. 연구방법: 교육 주체별 인식 조사를 바탕으로 중요도-실행도 분석(IPA)과 Borich 요구도 분석을 실시하였다. 이를 통해 지역 규모별(시‧군‧읍면) 및 주체별(교원‧학부모‧학생) 교육환경 요소의 중요성과 실행도 간 관계를 비교 분석하였다. 연구결과: IPA 분석 결과, 학교 내부 및 학교 주변의 기본적 교육환경 요소는 중요도와 실행도가 모두 높은 유지관리 영역에 분포하였으며, 청소년시설, 문화‧예술 참여 기회, 지방자치단체 교육경비 지원 등 지역사회 기반 요소는 중요도 대비 실행도가 낮아 중점 개선이 필요한 것으로 나타났다. Borich 요구도 분석에서는 교원은 학급 규모 조정, 학부모는 진로‧진학 지원 및 지역사회 연계 강화, 학생은 생활 기반 여건 및 정서적 안정 지원에 대한 요구가 상대적으로 높게 나타났다. 논의 및 결론: 본 연구는 기존의 물리적 기반 중심 교육환경 정책의 한계를 지적하고, 수요자(교원‧학부모‧학생) 인식 기반 분석을 통해 생활 기반, 심리‧정서 지원을 포함한 통합적 교육환경 개선의 필요성을 제시하였다. 연구 결과는 강원특별자치도를 비롯한 유사 지역의 교육환경 정책 수립에 실증적 기초자료로 활용될 수 있을 것으로 기대된다.

영문 초록

Purpose: This study aimed to analyze the perceived educational environment factors and to derive policy priorities based on the awareness of teachers, parents, and students in Gangwon State. Method: The study employed Importance-Performance Analysis (IPA) and Borich Needs Assessment to examine the perceptions and needs for educational environment improvements among educational stakeholders across urban, rural, and township areas. Results: The IPA analysis revealed that basic educational environment factors, such as the improvement of outdated facilities, educational resources, cultural and sports facilities, teacher professionalism, curriculum, and a school culture free from violence, were consistently classified into the maintenance quadrant across all regions and groups. Meanwhile, elements related to play and rest areas, youth facilities, cultural and artistic participation opportunities, and support from local governments were identified as key areas for improvement, indicating that the expansion of community-based educational infrastructure is urgently needed. The Borich analysis further quantified the improvement priorities, confirming the need for targeted policy interventions based on regional and stakeholder-specific demands. Conclusion: The findings suggest that future educational environment policies should move beyond traditional infrastructure expansion and actively support psychological support, cultural experiences, and daily life infrastructure. Moreover, the findings can provide empirical data to inform educational environment policy-making in Gangwon State and similar regions.
