과정평가형 국가자격제도를 적용한 문화예술 전문인력 자격제도 설계 연구: 학예사와 문화예술교육사를 중심으로

국문 초록

본 연구는 문화적 가치에 대한 사회적 인식 변화와 정부의 문화정책 확대에 따라 문화예술 분야 전문인력이 지속적으로 증가하는 상황에서, 전문인력의 직무와 역할에 대한 불분명함과 경력 인정 체계의 부재가 이들의 전문성과 직업 정체성 형성에 구조적 제약으로 작용하고 있음에 주목하였다. 자격제도는 직무 역량을 표준화하고, 전문성을 확보하며, 직업 정체성을 부여하는 기능을 수행한다. 이에 본 연구는 문화예술 전문인력의 직무 전문성과 직업 정체성 확보를 위한 국가자격제도 설계를 목적으로 한다. 이를 위해 문화체육관광부 소관 자격제도인 학예사와 문화예술교육사를 중심으로, 2007년부터 2025년까지 발표된 관련 법령과 학술자료를 토대로 제도의 법적 근거, 운영 방식, 교과 구성, 경력 인정 방식, 평가·인증 절차 등을 분석하였다. 연구 결과, 문화예술 전문인력 자격제도의 운영 체계를 ‘운영 구조’, ‘운영 방식’, ‘운영 내용’으로 구분하여 설계하였다. 운영 구조에서 문화예술 전문인력 자격제도의 주무 부처는 문화체육관광부로 하며, 운영 주체는 한국문화예술위원회로 제안하였다. 운영 방식은 교육, 훈련, 평가를 통합한 과정평가형 방식에 기반하여 3단계 급수제, 승급제, 심사 방식 등을 제안하였다. 운영 내용은 교과 영역, 교과목, 교육 이수 기준을 직무 전문성과 예술 전문성 기준에 따라 구분하여 제안하였다. 본 연구는 문화예술 분야에 국가자격제도를 도입하기 위한 이론적 타당성과 구조적 정합성을 확보하는 데 중점을 두었으며, 관련 선행 연구와 실증 자료가 부족한 상황에서 제도 설계를 위한 기초자료로서 의의를 지닌다.

영문 초록

This study investigates the structural limitations faced by professional personnel in the cultural and arts sector in South Korea, where the demand for such professionals continues to grow due to increased public awareness of cultural value and the expansion of governmental cultural policies. In particular, the absence of clearly defined job roles and a standardized system for recognizing professional experience has hindered the development of occupational expertise and identity among cultural and arts professionals. As qualification systems serve to standardize job competencies, ensure expertise, and establish professional identity, this study aims to design a national qualification framework that enhances the job specificity and occupational identity of cultural and arts professionals. To this end, the research focuses on two existing qualification systems under the jurisdiction of the Ministry of Culture, Sports and Tourism－the Curator (Hakyesa) and the Arts Educator (Munhwa Yesul Gyoyuksa). Drawing upon relevant legislation and academic literature published between 2007 and 2025, the study analyzes the legal foundations, operational approach, curriculum structures, experience recognition systems, and certification processes of the two systems. Based on these analyses, the study proposes a qualification system composed of three key components: operating bodies, operational approach, and operational content. The proposed structure designates the Korea Arts and Culture Education Service as the implementing agency and the Ministry of Culture, Sports and Tourism as the official certifying authority, thereby forming a dual-governance model. The operational approach adopts a competency-based assessment model incorporating a three-tier grading and promotion system that integrates education, career certification, and evaluation. The curriculum is divided into job artistry and artistic expertise, with elective course options specified by subject area, instructional method, and completion criteria. This study emphasizes the theoretical validity and structural coherence required for the implementation of a national qualification framework in the cultural and arts sector. Although prior empirical research on qualification systems in this field remains limited, the proposed framework serves as foundational data for the institutionalization of cultural and arts professionals’ competencies.
