국문 초록

이 논문은 필리핀의 정치 폭력을 단순한 일탈적 사건이 아닌, 제도 내부에 구조적으로 내재된 정치 실천으로 재개념화한다. 필리핀은 동남아시아에서 가장 오래된 민주주의 체제를 유지하고 있음에도 불구하고, 반복되는 선거폭력, 언론인 살해, 정치적 강제 실종 등 폭력의 일상화 속에 민주주의의 근본 가치가 훼손되고 있다. 이러한 폭력은 단순한 사법 실패나 통치 공백의 결과가 아니라, 정치 행위자들에 의해 전략적으로 조직되고 제도화됐다는 점에서 구조적 차원을 가진다. 본 연구는 정치가문, 민병대, 공권력(경찰 및 군대)을 필리핀 정치 폭력의 핵심 행위자로 설정하고, 이들이 폭력을 기획, 수행, 은폐하는 방식과 상호 협력 구조를 분석한다. 이를 위해 정치 폭력의 개념을 제도 내부의 반복적 구조로 확장하고, 식민 시기(스페인과 미국)와 마르코스 독재정권 시기를 거치며 폭력이 제도화된 역사적 과정을 추적한다. 아울러 현대 필리핀 정치에서 이들 행위자가 폭력을 통해 어떻게 권력을 재생산하며, 동시에 민주주의 제도를 약화시키는지 설명한다. 특히 이 논문은 정치 폭력이 민주주의의 핵심 기반인 제도, 대표성, 시민참여 등을 어떻게 잠식하고 있는지를 분석함으로써, 폭력과 민주주의가 공존하는 필리핀 정치의 특수성을 조명한다. 이 과정에서 ‘구조화된 정치 폭력’이라는 개념을 통해 폭력이 단지 억압의 수단이 아니라, 권력 재생산의 메커니즘으로 작동하고 있음을 보여준다. 이를 통해 본 연구는 정치 폭력의 통제가 민주주의 회복과 지속 가능성의 전제 조건임을 강조한다. 필리핀은 제도화된 정치 폭력의 작동 원리를 해체하고, 법과 시민참여가 실질적 통제 메커니즘으로 기능할 수 있을 때만 민주주의의 본래 기능이 회복될 수 있을 것이다.

영문 초록

This study reconceptualizes political violence in the Philippines not as an exceptional incident outside institutional frameworks, but as a structurally embedded political practice within institutions. Despite being recognized as the oldest democratic regime in Southeast Asia, the Philippines faces the persistent erosion of democratic values amid the normalization of violence such as electoral violence, journalist killings, and enforced disappearances of political opponents. This violence does not merely result from judicial failure or governance gaps, but reflects a structural phenomenon, strategically organized and institutionalized by political actors. Focusing on political dynasties, militias, and state security forces (police and military), this research identifies them as key actors in the production and reproduction of political violence in the Philippines. It analyzes how these actors design, execute, and conceal violence, and how they cooperate within institutional and informal networks. To this end, the study expands the concept of political violence as a repetitive structure embedded within institutions and traces the historical institutionalization of violence through the colonial periods under Spain and the United States, as well as the authoritarian rule of Ferdinand Marcos. It further provides empirical analysis of how these actors continue to reproduce political power through violence while simultaneously weakening democratic institutions. In particular, the study highlights the unique nature of Philippine politics, in which violence and democracy coexist, by analyzing how political violence undermines the institutional foundations of democracy, including representation and civic participation. Through the concept of “structured political violence,” the research shows that violence functions not merely as a tool of repression, but as a mechanism for power reproduction. In conclusion, the study argues that controlling political violence is a prerequisite for the restoration and sustainability of democracy. Only by dismantling the institutionalized mechanisms of political violence and ensuring that law and civic engagement function as effective tools of accountability can the essential functions of democracy be recovered.
