국문 초록

국가교육위원회(이하: 국교위) 설치가 가시화되고 있다. 이 연구는 우리 사회가 안고 있는 교육현안들을 극복하고 제 기능을 할 수 있는 국교위 적정 모형 개발을 위한 탐색적 연구를 시도하였다. 국교위가제 역할을 하려면 행정부로부터의 독립적 지위를 확보해야 한다. 위원들이 추천 기관의 눈치를 보지 않고 전문성에 기초한 목소리를 낼 수 있으려면 임기도 충분히 보장해야 한다. 갈등이 큰 사안이나 장기계획 등은 국교위가 직접 결정하는 것이 아니라 위원회가 결정 참여자, 과정, 방법 등을 결정·관리하는 역할을 하도록 하는 방안도 고려해야 할 것이다. 국교위가 생기더라도 대통령제 하에서 정부가 관심을 기울여 챙겨야 할 세세한 사안은 교육부가 그 역할을 수행할 수밖에 없을 것이다. 만일 국교위가 그러한 역할까지 하도록 하려면 제4부의 역할을 하는 헌법상의 기구로 격상되어야 하는데 이에 대해서는 더 많은 논의가 필요하다. 국교위 설치 논의 전 과정을 국민에게 공개적으로 진행한다면 교육과 대한민국의 밝은 미래를 만들어가는 데 보탬이 될 것이다.

영문 초록

The establishment of the National Education Board (NEB) is becoming visible. This study seeks to propose a model of the Korean-style NEB that can overcome the educational issues in our societyy. For the commission to play its role, NEB must secure its independent status from the administration. If the NEB members want to be able to make professional-based voices without looking at the recommendations of the agencies, they should also ensure their terms. It should also consider allowing NEB to play a role in determining and managing decision makers, processes and methods, rather than directly making decisions by NEB. Even if the NEB is established, the Education Ministry will have no choice but to play its role in the detailed issues that the government should pay attention to under the presidential system. If the NEB were to play such a role, it would have to be upgraded to a constitutional body that serves as the fourth part, which would require further discussion. If the entire process of discussing the establishment of the NEB is carried out publicly, it will help participants break away from naive realism and create a bright future for education and the Republic of Korea.
