국문 초록

본 연구는 교육의 주체인 교원, 학부모, 학생, 교육행정직의 지역교육과정 개발에 대한 인식 차이를 조사하고, 지역교육과정 개발에 대한 정책적 시사점을 알아보는데 목적이 있다. 지역교육과정 개발에 대한 교육주체의 인식을 알아보기 위해 A시 유·초·중·고 교원 및 학부모, 초등학교 5학년에서 고등학교 3학년 학생을 대상으로 2022년 7월 11일부터 7월 25일까지 설문조사를 실시한 결과, 대부분이 지역교육과정 개발의 필요성에 동의하였다. 지역교육과정 제안, 개발, 적용, 평가 각 단계별 참여 주체별 참여 정도를 묻는 질문에서 대부분 교원의 참여 정도가 다른 참여주체들에 비해 높아야 한다는 인식을 나타냈으며, 학생은 학생의 참여가 가장 높아야 한다고 인식하고 있었다. 각 주체별 인식의 정도에 차이는 있었으나, 지역교육과정 개발을 위해 교원의 업무 경감 및 학생과 학부모의 교육과정에 대한 이해도 제고가 선행되어야 하며, 현장 적합성에 대한 정밀한 검토가 필요하다고 인식하였다.

영문 초록

This study compares the perceptions of four stakeholder groups—teachers, parents, students, and educational administrators—regarding the development of regional curricula and derives policy implications. A citywide survey was conducted from July 11 to 25, 2022, targeting teachers and educational administrators across kindergarten, elementary, middle, and high schools, as well as parents and students (N=5,588). Descriptive statistics and group-comparison tests were employed. Most respondents endorsed expanding school-level curricular autonomy and recognized the necessity of developing regional curricula. Across the proposal, development, implementation, and evaluation stages, stakeholders consistently rated teachers’ participation as the highest priority; meanwhile, students themselves emphasized greater student participation. When asked about prerequisites, teachers prioritized workload reduction and professional learning communities, whereas administrators and parents highlighted improving curricular literacy for students and parents, along with building always-on platforms for consultation and evaluation. The findings suggest that regional curriculum initiatives should institutionalize teacher-led, stakeholder-inclusive governance while ensuring field relevance through systematic review. Policy support should focus on reducing teacher workload, strengthening collaborative cultures, enhancing public understanding of curriculum, and establishing participatory feedback platforms.
