국문 초록

본 연구는 주요 국가들의 외국인 유학생 유치정책을 비교·분석하여, 글로벌 고등교육 국제화의 변화양상을 파악하고 한국의 정책적 시사점을 도출하는 것을 목적으로 한다. 이를 위해 OECD, UNESCO, IIE, British Council 등 국제기구의 정책 보고서와 각국 정부 및 학계 자료를 분석하고, 비자 및 체류 제도, 장학금 및 재정 지원, 취업 및 이민 연계, 학업 및 생활 지원, 지역균형 및 대학별 전략 등 다섯 가지 영역을 중심으로 비교하였다. 연구 결과, 주요 선진국은 유학생의 체류 안정성과 취업·이민 연계를 강화하는 제도를 확대하고 있었으며, 아시아 주요국은 국제화 인프라 확충과 장학제도 다변화를 통해 유학생 유치 경쟁력을 높이고 있었다. 또한 말레이시아와 대만 등 신흥 유치국은 저비용 구조와 제도적 지원체계를 기반으로 새로운 성장세를 보였다. 이러한 비교 분석을 토대로 본 연구는 한국의 유학생 정책 개선을 위해 졸업 후 체류-취업 연계 강화, 국가 차원의 장학지원 제도 구축, 표준화된 통합지원체계 마련, 지방대학 중심의 지역정주형 전략 도입이 필요함을 제언하였다.

영문 초록

This study aims to compare and analyze the international student recruitment policies of major countries over the past five years in order to identify global trends in higher education internationalization and draw policy implications for Korea. To achieve this, policy reports from international organizations such as the OECD, UNESCO, IIE, and British Council, as well as government and academic documents from each country, were examined. The analysis focused on five key areas: visa and residence systems, scholarships and financial support, employment and immigration linkage, academic and living support, and regional balance and institutional strategies. The results indicate that advanced countries have expanded policies that enhance the stability of stay and strengthen employment and immigration pathways for international students. Meanwhile, major Asian countries have improved their competitiveness by diversifying scholarship programs and expanding internationalization infrastructures. Emerging destinations such as Malaysia and Taiwan have also demonstrated new growth momentum based on low-cost structures and institutional support systems. Based on this comparative analysis, the study suggests that Korea should strengthen post-graduation stay–employment pathways, establish a national-level scholarship support system, develop a standardized integrated support framework for international students, and adopt a region-based settlement strategy centered on local universities.
