소년보호관찰 현장에서의 콜코칭 상담 기능과 역할에 대한 고찰

국문 초록

본 연구는 소년보호관찰 현장에서 콜코칭 상담의 기능과 역할에 대한 고찰을 목적으로 수행되었다. 이를 위해 수원준법지원센터에서 실시된 콜코칭 상담을 단일사례로 선정하고, 질적 사례연구 절차에 따라 분석을 진행하였다. 자료는 문헌, 소년보호관찰 담당관 면담, 기관 문서, 공공자료 등의 출처에서 통합적으로 수집되었으며, 반복적 회기 기반 개입 구조와 상담사의 역할에 주목하였다. 분석 결과, 콜코칭 상담은 정서 조절, 일상생활습관 형성, 보호관찰 보조의 기능을 중심으로 작동하였으며, 상담사는 청소년의 정서 안정, 자기 통제, 사회 적응을 지원하는 다기능적 실천자로서 역할을 수행하였다. 특히, 콜코칭 상담을 수행하는 상담자는‘심리사회적 연결자’, ‘관계회복 촉진자’로서 고위험군 청소년에 대한 중재 기능이 강조되었다. 본 연구는 상담 중심 보호관찰이 제도 내에서 실현 가능함을 보여주며, 반복 개입 구조의 표준화와 전문성 기준 정립을 위한 정책적･학문적 시사점을 제시한다.

영문 초록

This study was conducted to examine the functions and roles of call coaching counseling in the field of juvenile probation. A single case of call coaching counseling conducted at the Suwon Probation Center was selected and analyzed in accordance with the procedures of a qualitative case study. Data were comprehensively collected from literature, interviews with juvenile probation officers, institutional documents, and public records, with particular attention given to the intervention structure based on repeated sessions and the roles of counselors. The analysis revealed that call coaching counseling operated primarily through the functions of emotional regulation, daily habit formation, and probation support, with counselors serving as multifunctional practitioners who facilitated emotional stability, self-control, and social adaptation among youth. In particular, counselors delivering call coaching counseling were highlighted as “psychosocial connectors” and “relationship restoration facilitators,” with an emphasis on their pivotal intervention role for high-risk youth. This study demonstrates the feasibility of implementing counseling-centered probation within the institutional framework and offers policy and academic implications for standardizing repetitive intervention structures and establishing professional competency criteria.
