외국인 근로자의 주거복지 현황 및 발전 방안에 관한 연구

국문 초록

본 연구의 목적은 농업 분야에 종사하고 있는 외국인 근로자를 대상으로 주거복지 현황을 분석하고 그들의 주거복지 문제를 해결할 발전 방안을 제안하고자 하였다. 연구의 목적달성을 위하여전북특별자치도 장수군에 거주하는 외국인 근로자 95명, 계절제 근로자 128명 가운데 설문 조사에동의한 외국인 근로자 29명, 계절제 근로자 21명을 대상으로 자기 기재방식의 설문 조사를 시행하였다. 설문 조사와는 별도로 국내외 외국인 근로자 주거 관련 법규 및 정책 분석, 국내 뉴스검색, 국가 및 지방자치단체의 외국인 근로자 주거복지에 대한 대응실태를 분석하였다. 연구 결과 장수군에거주하는 외국인 근로자의 주거형태는 가설건축물이 전체의 54%, 빈집 22%, 기숙사 16%, 농협 방문자센터 8%로 나타났다. 주거 내 시설물의 상황은 숙소 내 방범용 CCTV, 소화기/화재경보기, 욕실 설비, 전기안전시설 등은 근로기준법의 기준에 충족하였으나, 보안장치(세콤 등)가 설치되어 있지 않은 경우가 약 84%로 나타났다. 분석결과에 근거하여 본 논문에서는 외국인 노동자들의 일터가 농업현장이라는 ‘특수성’과 외국인 근로자의 국내 체류의 ‘임시성’ 등을 고려한 합리적인 주거환경 형태를 제안하고, 또한 이들의 주거복지를 위해 지방자치단체 또는 지역농협에서 시행 가능한실천적이고 정책적인 측면의 대안을 제시하였다.

영문 초록

The purpose of this study was to analyze the current status of residential welfarefor foreign workers in the agricultural field and propose development measures to solve theirresidential welfare problems. To achieve the purpose of the study, a self-administered survey was conducted on 29 foreign workers and 21 seasonal workers who agreed to the surveyamong 95 foreign workers and 128 seasonal workers residing in Jangsu-gun, Jeonbuk-do. Separately from the survey, we analyzed laws and policies related to housing for foreignworkers at home and abroad, searched domestic news, and analyzed the state and localgovernments' response to housing welfare for foreign workers. As a result of the study, theresidential type of foreign workers living in Jangsu-gun was found to be temporary buildingsfor 54% of the total, empty houses for 22%, dormitories for 16%, and Nonghyup VisitorCenter for 8%. As for the facilities in the residence, security CCTV, fire extinguishers/firealarms, bathroom facilities, and electrical safety facilities in the accommodation met thestandards of the Labor Standards Act, but security devices (SECOM, etc.) were not installedin about 84% of cases. appeared. Based on the analysis results, this paper proposes areasonable residential environment that takes into account the 'speciality' of foreign workers'workplaces being agricultural fields and the 'temporary nature' of foreign workers' stay in thecountry, and also proposes a form of local autonomy for their housing welfare. Presentedpractical and policy alternatives that can be implemented by organizations or local agriculturalcooperatives.
