국문 초록

본 연구는 신속동료구조팀(Rapid Intervention Team)의 필요성과 대한민국 소방에 도입에있어 효율성을 결정하는 요인를 분석하였다. RIT의 개념은 영국의 응급구조대에서 시작하여 미국에서는 RIC(Rapid Intervention Crew)라는 형태로 발전하였고, 대한민국에서는 소방본부와 소방서마다 RIT 운영 방식 및 명칭이 서로 달랐으나, 2023년 소방청이 ‘신속동료구조팀’이라는 이름으로 관련 규정을 마련하고 시범운영을 시작하여 전국적으로 도입되기 시작하였다. RIT 운영의 효율성을결정하는 주요 요인을 분석하기 위해 전문가 심층면접(Focus Group Interview, FGI)과 리커트 척도를 이용한 중요도 분석을 실시하였다. 분석결과 12가지 주요 결정요인 중 수색구조기술, 교육 및훈련, RIT 편성 자원이 RIT 운영의 핵심 결정 요인으로 나타났으며, 이를 통해 RIT 운영의 체계적개선 필요성을 확인하였다. 본 연구를 통해 RIT가 한국 소방조직에 안정적으로 정착하고 그 효율성을 높이기 위한 올바른 정책적 방향을 제시하여 국민의 생명을 지키기 위해 자신의 생명을 아끼지않는 소방공무원분들의 소중한 생명을 구하는데 조금이나마 도움이 되길 바람한다.

영문 초록

This study analyzes the necessity of the Rapid Intervention Team (RIT) and thefactors determining its efficiency for its introduction into South Korea's firefighting system. The concept of RIT originated from the emergency response teams in the United Kingdomand developed into the Rapid Intervention Crew (RIC) in the United States. In South Korea,RIT operations and naming conventions varied across fire departments and stations; however,in 2023, the National Fire Agency established unified regulations under the name “RapidIntervention Team” and initiated pilot operations, marking the beginning of its nationwideimplementation. To identify the key factors determining the efficiency of RIT operations, expert Focus GroupInterviews (FGI) and importance analysis using the Likert scale were conducted. The analysisrevealed that among the 12 key factors, search and rescue skills, training and education, andRIT resource allocation were the most critical. This underscores the need for systematicimprovement in RIT operations. This study aims to propose a sound policy direction to ensurethe stable establishment and enhanced efficiency of RITs within South Korea's firefightingorganizations. It is hoped that these efforts will contribute, even in a small way, tosafeguarding the lives of firefighters who risk their own lives to protect the public.
