장애유아 형제지원프로그램 실시현황 및 가족의 요구

국문 초록

본 연구는 우리나라의 장애유아 형제지원프로그램의 실태 및 가족의 요구를 조사하고자 실시되었다. 본 연구를 위하여 장애유아 서비스기관 73개소와 장애유아부모 중 일반아동을 동시에 양육하고 있는 부모 142명을 대상으로 설문조사와 13명의 부모 면담을 통한 조사가 이루어졌다. 연구 결과는 다음과 같다. 첫째, 설문에 응답한 46.6%가 2008년 기준 장애 형제지원 프로그램을 수행한 경험이 있으며, 주로 실시한 프로그램은 장애아동 형제캠프가 가장 높은 비율을 차지하였다. 장애형제지원 프로그램 시행시 가장 어려운 점은 서비스 대상자의 시간대를 맞추기 어려운 것이라고 응답하였다. 둘째, 장애유아 형제지원에 대해 부모 80%가 필요성을 느끼고 있었지만 실제 참여한 비율은 35%로 낮게 나타났다. 또한 가족이 요구하는 장애유아 형제지원 프로그램 유형은 장애형제의 심리적인 지원이 47.9%로 가장 높았다. 따라서 우리나라에서 효과적인 장애형제지원프로그램이 제공되기 위해서는 프로그램에 대한 기관의 적극적인 홍보와 가족의 적극적인 참여 및 가족의 요구가 반영되는 프로그램의 개발과 시행이 요구된다고 할 것이다.

영문 초록

The purpose of this study was to investigate the actual conditions and needs of the families of young children with special needs on sibling programs. For this purpose, 73 facilities for early childhood special education were selected and 142 parents, who have students with disabilities and without disabilities altogether at home participated in this study. A survey was conducted with the subjects, and focus group interviews were also conducted with the parents. From the quantitative and qualitative analysis, major findings were as follows: First, most participants answered the sibling programs were necessary, but the real rate of participation relatively appeared low. And the major types of sibling programs were sibling camps, and many parents required psychological service for the sibling programs. Second, the most barriers to implement sibling programs were the law rate of participation of participants and the lack of the families' perceptions on the sibling program. Third, the main reasons for the ineffectiveness of the sibling programs in real field were the insufficient participants, budgets, and personnel to implement the programs in effect. This study suggests that active public information from the facilities, and the active engagement of families showing family's concerns, priorities, and resources will help promote successful sibling programs for their children.
