신문 사설의 장애인 관련 내용 분석

국문 초록

본 연구의 목적은 2004년부터 2011년 사이에 4개 종합일간신문에 보도된 사설에서 장애인 관련 내용을 다룬 횟수와 주제를 살펴보고 그 사설에서 제기된 문제와 제시된 개선방안을 분석하는 것이었다. 선정된 신문은 중앙종합일간지인 조선일보와 한겨레신문, 지방종합일간지인 국제신문과 부산일보이었다. 내용분석을 통한 연구결과는 다음과 같다. 첫째, 장애인 관련 신문 사설의 빈도는 연도별로 증가세를 보였으며, 특히 2008년 장애인차별금지법 시행 이후 크게 늘어난 뒤 일정 건수를 유지하는 경향을 보였다. 둘째, 장애인 관련 사설을 주제별로 보면 ‘제도·행정’이 약 절반을 차지하였고, 여기에 ‘시설·설비’를 더하면 67%로 나타났다. 정부 시책과 관련된 주제가 이처럼 많은 부분을 차지한다는 사실은 우리나라의 장애인 정책이 아직은 걸음마단계라는 점을 시사한다. 셋째, 장애인 관련 신문 사설 중에서 절반 이상이 문제점을 제기하고, 그에 따른 개선방안도 함께 제시했다. 이와 같은 결과로서 신문이 단순한 비판 기능은 물론 장애인에 관한 여론을 주도해나가는 긍정적 기능도 수행하고 있음을 알 수 있다. 따라서 본 연구에서는 장애인 관련 신문 사설을 양적인 분석은 물론 문제점 제기와 개선안의 제시를 통한 질적 분석을 병행하였으며, 중앙지와 지방지의 사설을 비교하였으며, 장애인차별금지법 시행 전과 시행 후의 횟수 비교를 통해 긍정적인 변화를 확인할 수 있었다.

영문 초록

The purpose of this study was to examine four major daily newspaper editorials on the individuals with disabilities from 2004 to 2011. Specifically, frequency and topics of editorials concerning individuals with disabilities were analyzed and issues and suggested solutions brought by editorials were reported. Selected newspapers were Chosun Ilbo and The Hankyoreh as the national basis, and Kookje Daily News and Busan Ilbo as the local basis. Used analytical method was content analysis which concerned the topics and contents of newspaper editorials. The results obtained from this study were as follows: First, the number of newspaper editorials about disabilities showed growth by years passed, especially it increased significantly after Disability Discrimination Act(DDA) 2008 and maintained that level. Second, disability-related editorials had 8 areas classified by the editorial topics. Among them, the most significant proportions were system and administration areas, it accounted for about half of the total. Moreover, adding facilities areas revealed the rise of the proportions to 67%. These results indicates that our disability policy is still at early stage. Third, more than half of the editorials raised various problems of our disability policy and suggested improvement solutions as well. We can see that the newspaper editorials play a role not only pointing out problems but proposing alternatives. In this study, in addition to the quantitative analysis of newspaper editorials related with disabilities, the qualitative analysis like pointing out various problems of our disability policy and proposing alternatives of those was conducted. Moreover comparisons of newspaper editorials on the national and local basis were conducted and then positive changes were reported through the comparison of frequency of pre- and post-enforcement of DDA.
