국문 초록

본 연구는 지자체 25개 자치구에서 수행된 GIS DB 구축 용역 사례를 분석하여, 공공용역의 안전성과 효율성 확보를 위한 실증적 근거를 제시하고자 하였다. 특히 안전보건관리비 반영 수준과 용역기간의 적정성 여부를 중심으로 기술통계, 회귀분석, 상관분석을 수행하였다. 분석 결과, 일부 사업에서는 안전보건관리비가 법정 요율에 미달하거나 형식적으로 계상되는 등 과소 반영 사례가 다수 확인되었으며, 이는 발주기관별 예산 편성 방식의 차이와 단가·항목 기준의 불일치, 형식적 계상 관행 등이 복합적으로 작용한 결과로 해석된다. 전체 사례의 약 3분의 1은 본 연구에서 정의한 공기 적정성 지수(DAI)가 0.8 미만으로 나타나, 과업량 대비 용역기간이 과소하게 설정되는 경향이 존재함을 보여주었다. 이러한 결과는 비건설형 공공정보화사업에서도 안전예산과 기간 산정의 불균형이 실재함을 시사하며, 제도적 개선의 근거를 제공한다. 따라서 GIS DB 구축사업의 안전성과 효율성을 높이기 위해서는 단순한 계약조건 조정에 그치지 않고, 다음과 같은 제도적 개선이 필요하다. 첫째, 과업량과 작업환경을 반영한 표준 용역기간 산정 가이드라인 마련, 둘째, 안전보건관리비의 의무 반영 및 검증 절차 강화, 셋째, 수급업체의 안전관리 역량평가 및 등록제 도입, 넷째, 지자체 간 계약정보 공유 플랫폼 구축을 제시하였다.

영문 초록

This study analyzed GIS database (DB) construction projects conducted in 25 local governments to provide empirical evidence for improving safety and efficiency in public service contracts. The analysis focused on the adequacy of safety and health management cost allocation and service duration through descriptive statistics, regression, and correlation analyses. Results showed that many projects fell below the legal rate for safety management cost or were assigned shorter durations relative to workload. About one-third of the cases recorded a Duration Adequacy Index (DAI) of less than 0.8. These findings suggest that proper reflection of safety management costs and adequate duration estimation are critical policy issues in public information service projects. To enhance GIS DB project performance, institutional improvements are required beyond simple contractual adjustments: (1) establishment of standardized duration estimation guidelines reflecting workload and working conditions; (2) mandatory inclusion and verification of safety and health management costs; (3) introduction of safety competence evaluation and registration systems for contractors; and (4) development of inter-local government information-sharing platforms for contract and safety data management.
