국문 초록

본 연구는 한국군 군용차량의 반복적인 사고를 단순한 운용자의 실수나 기술적 결함이 아닌 구조적 문제로 분석하였다. 특히 소형전술차량과 특수목적 차량을 중심으로 설계, 운용, 유지관리 전반의 안전성 확보 실태를 진단하였다. 국내외 사고사례 분석을 통해 차량 전복 위험, 데이터 미흡, 설계 환류 부족 등의 문제점을 도출하였다. 민간의 안전성 평가체계와 리콜 제도를 참고하여 군 특수성에 맞는 개선방안을 제시하였다. 개선 내용으로는 수명주기 기반 안전관리, 군용 안전 인증체계 도입, 사고데이터 분석 시스템 구축, 군용 리콜제도 등이 포함된다. 또한, 민군 통합 안전관리 플랫폼을 통해 현장 피드백의 체계적 관리 필요성을 강조하였다. 본 연구는 군용차량의 체계적 안전성 확보를 위한 정책적·제도적 기틀을 마련하고자 한다. 향후에는 법제도 개선, 비용-효과 분석, 제도 수용성 평가에 대한 후속연구가 필요하다.

영문 초록

This study analyzed the repeated accidents involving South Korean military vehicles not as simple operator errors or technical defects, but as structural problems. In particular, it diagnosed the current state of safety assurance in the design, operation, and maintenance of small tactical vehicles and special-purpose vehicles. Through an analysis of domestic and international accident cases, issues such as vehicle rollover risks, insufficient data, and inadequate design feedback were identified. Drawing on civilian safety evaluation systems and recall mechanisms, the study proposes improvements tailored to military-specific requirements. Key recommendations include lifecycle-based safety management, the introduction of a military safety certification system, the establishment of an accident data analysis system, and the revision of the military recall system. Additionally, the study emphasized the need for systematic management of field feedback through a military-civilian integrated safety management platform. This research aims to establish the policy and institutional framework for ensuring the systematic safety of military vehicles. Future studies are required on legal and institutional improvements, cost-effectiveness analysis, and evaluation of institutional acceptability.
