비도시지역 성장관리계획의 CPTED 요소 적용에 관한 연구 - 화성시 성장관리계획을 중심으로

국문 초록

본 연구는 비도시지역의 안전취약성 문제를 개선하기 위해 성장관리계획에 범죄예방환경설계(CPTED) 개념을 접목할 수 있는 방안을 모색하였다. 이를 위해 경기도 화성시를 사례로 성장관리계획의 운영 실태를 분석하고, 국내외 CPTED 이론과 적용사례를 검토하였으며, 공장입지와 지역별 범죄 건수를 활용한 공간분석을 수행하였다. 분석 결과, 현행 성장관리계획은 물리적 토지이용 중심으로 운영되어 방범과 생활안전 요소 반영이 미흡한 것으로 나타났고, 공장 밀도가 높을수록 범죄 발생률이 증가하는 경향이 확인되었다. 이에 따라 조명·CCTV 확충, 가시성 제고, 커뮤니티 거점 조성 등 적용 가능한 CPTED 요소를 도출하고, 계획수립 과정에 CPTED 원리를 단계적으로 통합할 수 있는 프레임워크를 제안하였다. 본 연구는 비도시지역의 안전성과 지속가능성을 강화하기 위한 정책적 방향을 제시했다는 점에서 의의를 갖는다.

영문 초록

This study examines ways to incorporate Crime Prevention Through Environmental Design (CPTED) principles into Growth Management Plans (GMPs) to address safety vulnerabilities in non-urban areas. Using Hwaseong City in Gyeonggi Province as the case study, the research analyzes the operational conditions and limitations of the current GMP, reviews relevant CPTED theories and applications, and conducts spatial analysis using factory locations and area-based crime data. The findings show that the existing GMP focuses primarily on physical land-use regulations, resulting in insufficient consideration of crime prevention and everyday safety. The analysis also reveals that crime rates tend to increase in areas with higher factory density. Based on these results, the study identifies applicable CPTED strategies—such as improved lighting, expanded CCTV installation, enhanced visibility, and the creation of community hubs—and proposes a framework for integrating CPTED principles into the GMP process. This study contributes policy directions for strengthening the safety and sustainability of non-urban areas.
