대학 창업교육 평가인증모형 구안을 위한 탐색적 연구

국문 초록

본 연구는 대학 창업교육의 양적 성장에도 불구하고 질적 관리 체계가 부재하다는 문제의식에서 출발하여, 대학 창업교육의 고유한 특성을 반영한 평가인증모형을 탐색적으로 구안하는 것을 목표로 한다. 이를 위해 Stufflebeam의 CIPP 평가모형을 분석의 프레임워크로 활용하여, 국내의 대표적인 고등교육 평가인증제도인 대학기관평가인증과 공학교육인증평가, 정부의 창업교육 정책인 제2차 대학 창업교육 5개년 계획과 창업교육 혁신선도대학(SCOUT) 사업, 해외 주요 사례인 프린스턴 리뷰 & Entrepreneur.com의 창업 교육 순위 평가 기준을 수평적으로 비교·분석하였다. 분석 결과를 종합하여 본 연구는 CIPP 평가모형의 4개 영역에 기반한 대학 창업교육 평가인증모형(안)을 탐색적으로 구안하였다. 상황평가(Context)에서는 대학의 발전계획과 창업 생태계 이해관계자의 요구를 반영한 ‘비전 및 목표’와 ‘학습성과’ 설정을, 투입평가(Input)에서는 ‘교육과정’, ‘조직’, ‘인적·물적자원’ 확보와 더불어 ‘외부 자원 연계’를 평가의 핵심 영역으로 제안하였다. 과정평가(Process)에서는 ‘교육과정 운영’, ‘학생 및 교수 지원’과 함께 공학교육인증평가의 강점 요소인 ‘지속적 질 관리’ 체계의 내재화를 강조하였다. 마지막으로 산출평가(Product)에서는 ‘교육 성과’와 ‘사업화 성과’ 등 성과의 다양성을 제시하였으며, 평가 결과를 다시 상황, 투입, 과정에 환류하는 선순환 구조를 모형(안)에 포함하였다. 본 연구가 탐색적으로 구안한 대학 창업교육 평가인증모형(안)은 대학 창업교육의 책무성을 강화하고 지속적인 질 개선을 유도함으로써, 궁극적으로 지역 및 국가 창업생태계 발전에 기여할 수 있는 기초 자료를 제공한다는 점에서 의의를 가진다.

영문 초록

This study aims to propose an evaluation and accreditation model tailored to the unique characteristics of university entrepreneurship education, prompted by the recognition that a systematic quality management framework has not kept pace with its quantitative growth in Korea. Using Stufflebeam's CIPP (Context, Input, Process, Product) evaluation model as an analytical framework, this research conducts a comparative analysis of key domestic higher education accreditation systems (University Institutional Accreditation and (ABEEK) Accreditation of Engineering Education), major government policies (the 2nd Five-Year Plan for University Entrepreneurship Education and the SCOUT program), and a prominent international case (the Princeton Review's entrepreneurship rankings). Synthesizing the analysis, this study proposes a comprehensive accreditation model based on the four stages of the CIPP framework. For Context evaluation, it emphasizes the establishment of 'vision and goals' and 'learning outcomes' that align with the university's development plan and the needs of stakeholders. For Input evaluation, it presents 'curriculum,' 'organization,' and 'human and physical resources,' as well as 'external cooperation and resource linkage,' as core domains. For Process evaluation, it highlights the internalization of a 'Continuous Quality Improvement (CQI)' system, alongside 'curriculum operation' and 'support for students and faculty.' Finally, for Product evaluation, the model proposes a multidimensional measurement of 'educational outcomes' and 'commercialization outcomes,' incorporating a virtuous feedback loop where evaluation results are systematically fed back into the Context, Input, and Process stages. The significance of this proposed model lies in its potential to provide a foundational framework for enhancing the accountability and promoting continuous quality improvement of university entrepreneurship education, thereby contributing to the development of the national entrepreneurial ecosystem.
