국문 초록

본 연구는 제주항 이용 연안여객선의 접이안 안전성 향상 방안에 제시하는 것을 목적으로 한다. 제주항은 연간 약 200만 명의 여객과 대규모 화물이 처리되는 국내 주요 항만으로, 여객선 접이안 시 안전 확보가 중요한 과제이다. 그러나 최근 제주항에서 여객선 충돌 및 접촉사고가 다수 발생하면서 접이안 안전성에 대한 우려가 지속되고 있다. 본 연구는 제주항 이용 연안여객선의 해양사고를 분석하고, 항로 폭, 선회장 등 항만 설계기준과 실제 접이안 여건을 검토하여 안전성 문제를 규명하였다. 또한 운항자 인터뷰 등을 통해 제주항 접이안 작업의 환경적 한계와 위험성을 수렴하고, 이를 토대로 여객선 신규항로 투입 절차 개선, 접이안 안전성 평가 방안 확대, 부두별 안전 가이 드라인 개발 등 안전성 향상 방안을 제안하였다. 본 연구는 제주항의 지역적 특수성과 접이안 환경을 고려한 실질적 대안을 제시함으로써 연안여객선 안전관리체계 강화에 기여할 것으로 기대된다.

영문 초록

This study aims to propose measures to enhance the berthing safety of coastal passenger ferries operating at Jeju Port, which handles approximately two million passengers and significant cargo volumes annually. Although Jeju Port is a crucial maritime gateway linking Jeju Island with the mainland, concerns about berthing safety have intensified due to several recent accidents involving passenger ferries, such as collisions and contacts. The research analyzes maritime accident data related to ferries using Jeju Port and examines the suitability of port design standards, including fairway widths and turning basin sizes, in comparison to actual berthing conditions. Furthermore, through interviews with vessel operators, this study identifies environmental and operational challenges specific to Jeju Port, such as narrow harbor spaces, strong winds, and insufficient maneuvering areas relative to the increasing size of passenger ferries. Based on these findings, the study proposes improvements such as incorporating berthing safety evaluations into ferry route approval processes, expanding the scope of maritime traffic safety assessments to include new ferry routes, and developing berth-specific guidelines to aid safe berthing operations. These recommendations are expected to contribute significantly to enhancing the safety management system for coastal passenger ferries, not only at Jeju Port but also at other ports facing similar challenges.
