국문 초록

한국 사회에서 이주민의 수용과 사회통합에 대한 논의가 심화됨에 따라, 이주민 자녀의 교육 문제 또한 중요한 사회적 의제로 부상하고 있다. 이에 본 연구는 독일, 오스트리아, 스웨덴을 포함한 유럽 6개국을 대상으로, 이주배경 학생을 위한 공교육 제도와 정책의 특성을 비교·분석하고 그 성과와 한계를 검토하였다. 특히 아랍의 봄 이후 이주 및 난민 유입 동향과 더불어 교육권 보장, 언어 지원 제도의 운영 여부를 중심으로 살펴보았다. 분석 결과, 유럽 국가들은 서로 다른 사회적 맥락 속에서 다양한 이주 집단을 수용해 왔으며, 이주배경 학생을 위한 교육제도 또한 다층적이고 다양한 방식으로 발전해 왔음을 확인할 수 있었다. 제도의 구체적 차이는 존재하지만, 공통적으로 이들 국가의 경험은 이주 아동에게 교육권을 보편적으로 보장하는 동시에 언어 지원과 사회적 포용 장치를 마련하는 것이 필수적임을 보여준다. 또한 각국의 상황에 맞추어 운영되는 제도와 프로그램은 한국 사회가 직면한 유사한 과제에 실질적인 참고가 될 수 있다. 따라서 본 연구는 한국 사회가 다문화·포용적 사회로 전환하는 과정에서 교육정책의 방향을 모색하기 위한 기초적 논의의 장을 제공한다는 점에서 의의가 있다.

영문 초록

This study examines and compares the public education systems and policies for immigrant students in six European countries—Germany, Austria, Sweden, and others—that faced a significant increase in immigrant populations following the Arab Spring. The purpose of this research is to identify the characteristics, achievements, and limitations of each country’s approach to immigrant education, with a particular focus on how educational rights, language support, and social integration have been addressed. The analysis is based on a review of academic literature, official reports, and international organization data, which allows for a systematic comparison of national policy frameworks. Although the six countries operate within different social and political contexts, the findings reveal several commonalities. Most importantly, all countries emphasize the universal guarantee of the right to education for immigrant children, provide varying forms of language assistance, and promote measures to facilitate social integration within schools and communities. At the same time, structural challenges remain, including disparities in implementation, unequal resource allocation, and persistent barriers to long-term educational success. The European experiences illustrate the importance of adapting institutional frameworks to specific social conditions while maintaining a universal commitment to inclusive education. These insights provide valuable guidance for Korea as it seeks to establish a comprehensive educational framework that supports multicultural cohesion and sustainable integration in a diversifying society.
