쿰다-모빌리티의 관점에서 본 재난 이주 담론의 양상

국문 초록

재난 이주 담론은 『맹자』에서 확인되듯이 오랜 역사를 가진다. 재난은 시대를 막론 하고 일어났고, 그에 대한 대응은 정치사회적인 측면에서 중요한 의미를 가지기 때문 이다. 오늘날에는 모랭과 케른의 다중위기론에서 알 수 있듯이, 재난이 근대국민국가의 경계를 뚫고 신속하게 확산되면서 오히려 국가 경계를 강화하는 요인으로도 작동한다. 이 연구에서는 이러한 점을 전제로 하여, 재난을 배경으로 한 이주와 그에 대한 담론 양상을 살펴봄으로써 향후 재난 이주에 대한 대응의 방향성을 모색하고, 이주에 대한 인식의 전환을 제안하고자 하였다. 재난의 발생과 이주 경험에 대한 역사적 담론에서는 정치적 안정을 강조하는 재난 대응 담론이었으므로, 재난 피해자가 타자로 호명될 수밖에 없다는 한계가 발견된다. 근대 이후 재난 이주 담론에서는 ‘디아스포라 담론’이 주를 이루었는데, 다종다양하게 변화하는 현재의 위기 상황을 모두 반영하지 못한다는 한계가 발견된다. 이에 비해 새롭게 제기되고 있는 쿰다-모빌리티 담론에서는 현대사 회의 다종다양한 요인이 상호작용하면서 다중위기를 심화시키고 있다고 분석하면서, 패러다임과 인식, 존재, 실천의 ‘이동’이 필요하다고 주장한다. 쿰다-모빌리티 담론이 재난 이주 담론의 최종장은 아니지만, 재난 이주 담론에서 가장 우선되어야 할 것은 그것이 타자를 호명하는 방식이 되어서는 안 된다는 것이다.

영문 초록

Disaster migration discourse has a long history, as confirmed in the Mencius. Disasters have occurred regardless of the era, and responses to them have important meaning in political and social aspects. Today, as can be seen in the theory of ‘Poly-crises’ by Morin and Kern, Disaster quickly spread through the boundaries of modern nation-states, and rather act as a factor that strengthens national boundaries. Based on these points, this study examined the aspects of migration and discourse related to disaster-related migration in order to explore the direction of future responses to disaster-related migration and suggest a change in perception of migration. Since the historical discourse of disaster occurrence and migration experience was a disaster response discourse that emphasized political stability, it was found that there was a limitation that disaster victims could not help but be called the other. Since the modern era, the ‘diaspora discourse’ has been the main topic of disaster migration discourse, but it has been found to have limitations in that it does not fully reflect the current crisis situation that is changing in various ways. In contrast, the newly emerging CUMDA-Mobility discourse analyzes that various factors in modern society are interacting to deepen multiple crises, and argues that ‘movement’ of paradigms, perceptions, existence, and practices is necessary. Although the CUMDA-Mobility discourse is not the final chapter of disaster migration discourse, the most important thing in disaster migration discourse is that it should not become a way of calling out the other.
