국문 초록

2023년 12월, 김정은이 발표했던 적대적 두 국가론 연설에 나타난 ‘2국가-영토평정’ 전략은 2국가 전략과 영토평정 전략으로 구분 된다. 2국가 단계에서는 대내적으로 국경봉쇄 강화 및 핵 능력 고도화, 국경지역 요새화를 실현하고, 대외적으로는 북·중·러 결속을 통한 반미전선 구축 및 북·미 핵 군축 회담을 추진하여 핵보유국 지위를 인정받는 단계이다. 이후 빈번한 국지도발과 핵 위협으로 동맹분리 및 남남갈등을 유도하다가 결정적 시기가 조성되면 ‘핵 무력에 기초한 영토평정’ 전략을 구사하는 것이다. 이는 과거의 민족해방 민주주의 전략과 비교할 때 대남 지하공작 및 유격전 중심 의 전략으로부터 핵 무력에 기초한 정규전 중심의 전략으로 전환된 점과, ‘민족공조론’에 기초한 위장평화론에서 ‘통일 불가론’을 통한 위장평화 공세로 전환했다는 차이가 있다. 이 같은 분석은 한국군으로 하여금 북한의 2국가론을 체제 생존을 위한 자구책으로 평가 절하함으로써 방심할 것이 아니라는 점을 여실히 보여준다.

영문 초록

The strategy of ‘two-state & territorial conquest’ strategy presented in the hostile two-state theory speech delivered by Kim Jong-un in December 2023 is divided into a two-state strategy and a territorial conquest strategy. In the two-state stage, the country will internally strengthen border closures, advance its nuclear capabilities, and fortify border areas, while externally, it will build an anti-American front through North Korea, China, and Russia's unity and push for nuclear disarmament talks with USA to be recognised as a nuclear power. Afterwards, it will induce the separation of Korea-USA alliances and South-South conflicts through frequent local provocations and nuclear threats, and when the decisive time is ripe, it will employ the strategy of ‘territorial conquest based on nuclear forces’. This is different from the past strategy of national liberation democracy revolution, which focused on underground operations and guerrilla warfare against South Korea, and has shifted to a strategy based on regular warfare centered on nuclear weapons, and from camouflaged peace based on national cooperation to a camouflaged peace through the abandonment of reunification. This analysis clearly shows that the South Korean military should not let its guard down by dismissing North Korea's two-state theory as a desperate measure to ensure the survival of its regime.
