대남확성기 변천과 최근 ‘소음방송’ 실태에 관한 연구

국문 초록

대남확성기는 군사분계선을 중심으로 북한군이 진행해온 ‘적군 와해공작’의 심리전의 일환이자 저강도 전쟁의 작전 전술방송으로 간주할 수 있다. 이에 본 연구는 현재에도 진행 중인 북한군의 대남확성기 실태를 통해 그것이 지향하는 바가 무엇인가를 밝히고자 했다. 이를 위해 남북관계의 환경과 대남확성기의 성격에 따라 크게 네 시기로 나누고 이를 각각 공세기, 조정기, 수세기, 현재의 탐색기로 구분하여 변천 과정을 재정립한 후 수행능력과 대응 등을 분석하였다. 뿐만 아니라 최근 재개한 대남확성기의 일명 ‘소음방송’의 실태를 분석하여 과거와 어떤 차이가 있는지를 차이성과 유사성의 관점에서 북한의 논리와 의도를 규명하는 한편 향후 우리의 대응과정에서 참조할 수 있는 핵심사항을 제공하고자 했다. 한반도의 분단과 군사적 대치 상황이 지속하는 한 남북 모두 심리전을 통한 비대칭 전략의 우위를 포기하지 않으려 할 것이며 특히 북한의 대남확성기는 ‘소음방송’의 경우처럼 파급효과를 감안 한 방향으로 바뀔 것으로 전망된다. 북한의 심리전에 대응하기 위 해서는 우리의 대응능력을 제고해야 하며 특히 남남갈등을 증폭시 키려는 대남심리전을 차단하기 위한 구체적인 해결방안 및 대안 마련이 요구된다. 근본적으로 ‘소음방송’에 이은 또 다른 공격적인 대남확성기 전개 방식에 대하여 추가적인 고민이 필요하며 다양한 측면에서 지혜로운 대책 마련과 실행이 요구된다고 할 것이다.

영문 초록

The South-to-North Loudspeakers can be considered a part of the psychological warfare known as the “enemy disintegration operation,” conducted by the North Korean military along the Demilitarized Zone (DMZ), as well as a tactical broadcast of low-intensity warfare. Accordingly, this study aims to analyze the current status of North Korea’s loudspeaker broadcasts targeting the South and to uncover their intended objectives. To achieve this, the study divides the timeline into four major periods based on the context of inter-Korean relations and the characteristics of North Korea’s loudspeaker broadcasts: the offensive period, the adjustment period, the defensive period, and the current exploratory period. The evolution of the broadcasts was redefined for each phase, with an analysis of their operational capabilities and corresponding responses. In addition, the study analyzed the current state of North Korea’s recently resumed loudspeaker broadcasts, often referred to as “noise broadcasts” or “noise attacks,” examining their differences and similarities compared to past practices. From the perspective of North Korea’s logic and intentions, the research aimed to uncover their underlying motives while providing key insights that could serve as references for future response strategies. As long as the division of the Korean Peninsula and the military confrontation persist, neither South nor North Korea is likely to relinquish the advantage of effective asymmetric psychological warfare strategies. In particular, North Korea’s South-to-North Loudspeaker broadcasts are expected to shift towards psychological warfare tactics, such as “noise broadcasts,” that take into account their significant impact. To counter North Korea’s psychological warfare, it is essential to enhance our response capabilities, particularly by devising specific solutions and alternatives to block psychological warfare tactics aimed at amplifying internal conflicts within South Korea. Fundamentally, further consideration is needed regarding the development of another aggressive loudspeaker broadcast approach, such as the “noise broadcasts.” It is imperative to formulate and implement wise countermeasures from various perspectives.
