국문 초록

본 논문의 주요 목적은 중국과 대만간 체결된 양안경제협력기본협정(ECFA)이 중국과 대만은 물론 한국 경제에 어떠한 영향을 미치게 될 것인가를 多지역 多산업 연산일반균형(CGE)모형을 이용하여 정량적으로 분석하는 것이다. 중국 시장에서 한국 기업들이 대만 기업과 경쟁하고 있는 상황에서 ECFA가 중국과 대만 경제에 미치는 영향뿐만 아니라 한국 경제에 미치게 될 영향을 분석하는 것은 매우 중요하고 필요한 과제이다. ECFA가 중국;대만;한국에 미칠 것으로 전망되는 영향을 3개국의 실질GDP;후생수준;수출·수입물량;국제수지;교역조건 등 거시경제적 변수에 미치는 영향과 산업별 생산에 미치는 영향으로 나누어 제시하였다. 본 연구의 주요 결과를 보면;ECFA를 통해 중국과 대만의 실질GDP는 증가할 것으로 전망되는데 반해;한국의 실질GDP는 감소할 것으로 예측되었다. ECFA가 한국경제 성장에 부정적인 영향을 미치게 되는 것은 주로 ECFA의 무역전환효과 때문인 것으로 분석되었다. 따라서 ECFA가 한국 경제에 미치게 될 부정적 영향을 최소화하기 위해서 한국은 가능한 빨리 한-중 FTA를 체결할 수 있도록 최선을 다 해야 할 것이다.

영문 초록

The objective of this paper is to conduct a quantitative assessment of the potential economic effects of the Economic Cooperation Framework Agreement (ECFA) between the governments of the People's Republic of China (mainland China) and the Republic of China (Taiwan) using a multi-region;multi-sector CGE model. Since Korean companies compete with Taiwanese companies in the Chinese market;an impact analysis of the economic effects of the ECFA is of great importance not only to the Korean government;but also to the Korean companies doing business in and with China. The impacts of the ECFA are described in terms of real GDP;equivalent variation (EV) as a measure of welfare;export and import volumes;trade balance;terms of trade;and industry output. This study finds that the ECFA is expected to result in an increase in real GDP of mainland China and Taiwan;with Korea’s economic growth negatively affected. Its negative impact on Korea’s economic growth is caused mainly by trade diversion;which implies that Korea should make the utmost effort to conclude the China-Korea FTA as early as possible in order to compensate for the negative effects of the ECFA on the Korean economy.
