국문 초록

본 연구는 장애인 이동권 운동이 한국 사회에서 야기한 사회적 갈등을 규범적으로 분석하고, 이를 해결하기 위한 새로운 사회 규범으로서 Iris Marion Young의 ‘포용적 민주주의’를 제안한다. 기존의 정의론이나 사회복지적 접근은 장애인을 비장애인 중심의 질서에 포함시키는 것을 목표로 하였으나, 이는 장애인의 독자성과 차이를 고려하지 못한 채 기존 질서를 강화하는 한계를 지닌다. 본 연구는 전장연의 지하철 타기 운동을 사례로, 공공선, 공적 논의 참여 방식, 포함(inclusion) 개념에 대한 규범적 충돌을 분석한다. 이를 통해 ‘포용적 민주주의’가 갖는 대안적 규범으로서의 가능성을 모색하며, 이에 근거하여 장애인 이동권 운동과 관련된 사회적 갈등을 해소하기 위해 “이동권에 대한 헌법적 명시, 비장애인 중심주의(ableism)를 혁파할 수 있는 ‘장애부(Disbleism department)’ 설치, ‘장애인지예산도입’ 등 정책적·실천적 대안을 제시한다. 본 연구는 기존 질서 내의 포함이 아닌, 사회 질서 자체의 재구성을 통해 장애인과 비장애인이 동등하게 공존할 수 있는 포용 사회를 지향해야 한다는 당위를 강조한다.

영문 초록

This study provides a normative analysis of the social conflicts surrounding the disability rights movement for mobility in South Korea, particularly focusing on the application of Iris Marion Young’s theory of “inclusive democracy.” While traditional theories of justice and welfare-based approaches aim to integrate persons with disabilities into an able-bodied societal framework, such efforts often neglect the unique experiences and identities of the disabled, thereby reinforcing existing structures. Using the case of the Solidarity Against Disability Discrimination (SADD)’s subway protests, the study identifies normative conflicts concerning public good, modes of public discourse, and the concept of inclusion. The research proposes “inclusive democracy” as a normative alternative and suggests practical policy solutions such as constitutional recognition of disability rights, the establishment of a dedicated Ministry of Disability Affairs, and the introduction of disability-inclusive budgeting. It concludes that a truly inclusive society must not merely integrate the disabled into current norms, but transform societal norms themselves to ensure genuine equality and co-existence.
