부드러운 전환(Gentle Transition)에 기반한 장애인 지역사회 전환 체계 연구: 내용분석과 맥락-패턴 접근

국문 초록

장애인의 시설 퇴소와 지역사회로의 전환 과정은 심리·정서적, 경제적, 사회적으로 급격한 변화를 수반하는 복합적인 과정이다. 그러나 현재 한국의 관련 정책과 지원체계에서는 이러한 전환의 초기 과정에서의 중요성을 충분히 반영하지 못하고 있으며, 장애인 당사자의 삶의 질을 보장하는 데 있어 한계를 지닌다. 이에 본 연구는 국내·외 지역사회 전환지원 사례를 비교분석하여 삶의 질을 기반으로 한 부드러운 전환(Gentle Transition) 개념을 새롭게 검토하고, 지원체계에 대한 분석을 시행하였다. 또한 질적사례연구 방법을 적용하여 스웨덴, 캐나다, 미국, 일본, 한국의 전환지원 체계 관련 제도 및 정책, 실천 관련 자료를 다중사례연구로 분석하였다. 연구결과, 주거, 교육, 관계, 서비스, 심리·정서적 지원 등 다차원적 지원과 관련한 총 303개의 구성요소가 도출되었으며, 이 중 스웨덴 자료에서는 31개, 캐나다 자료에서 90개, 미국 자료에서 24개, 일본 자료에서 21개, 한국 자료에서 137개의 구성요소가 도출되었다. 영역별로는 관계 29개, 경제 24개, 주거 22개, 건강 11개 등의 구성요소가 확인되었다. 도출된 구성요소를 중심으로 맥락-패턴 분석을 시행하였으며 부드러운 전환지원의 탐색적 모형을 제시하였다. 향후 연구에서는 각 영역별로 모델을 보다 구체화하고, 실증적 연구를 통해 정책적 적용 가능성을 검토할 필요가 있음을 제언한다.

영문 초록

The transition of persons with disabilities from institutional settings to community living is a complex process involving profound psychological, emotional, economic, and social changes. Current Korean policies and support systems, however, do not sufficiently recognize the significance of the initial stage of transition or fully ensure the quality of life of persons with disabilities. This study undertook a comparative analysis of domestic and international materials on deinstitutionalization and community transition support to explore a quality-of-life-oriented support framework. In doing so, it newly introduced the concept of Gentle Transition as a theoretical lens for understanding and designing community transition supports. Employing Robert Yin’s (2018) qualitative case study methodology, a multi-case study was conducted across Sweden, Canada, the United States, Japan, and Korea by analyzing relevant institutions, policies, and practices. The analysis identified 303 components associated with multidimensional supports—spanning housing, health, economy, education, relationships, services, and psychological/emotional well-being. Regarding the components, 31 were drawn from Swedish sources, 90 from Canadian sources, 24 from U.S. sources, 21 from Japanese sources, and 137 from Korean sources. The findings included the following domains: 29 components related to relationships, 24 to economy, 22 to housing, and 11 to health. Using the identified components, a context–pattern analysis was conducted to identify and propose an exploratory model of Gentle Transition support. The study then concluded with recommendations for future research to further specify models within each domain and assess their policy applicability through empirical validation.
