국문 초록

본 연구는 국가 교육과정 개발에서 증거 기반 의사결정의 중요성을 강조하며, 이를 실현하기 위한 주요 쟁점을 탐구하였다. 국가 교육과정은 한 국가의 교육적 가치와 방향성을 담는 핵심 문서로, 교육정책 결정 과정에서 과학적, 체계적 접근이 요구된다. 본 연구는 첫째, 증거 기반 정책 및 의사결정의 개념과 필요성을 분석하고, 둘째, 현재 국가 교육과정 개정 절차와 의사결정 구조를 살펴보며, 셋째, 향후 증거 기반 국가 교육과정 개발을 위해 해결해야 할 세 가지 핵심 쟁점 (1) 의사결정을 위한 증거의 부족, (2) 증거의 구체성과 신뢰성 결여, (3) 제한된 참여와 형식적인 숙의를 제시하였다. 연구는 특히 빅데이터와 인공지능 기술의 활용 가능성, NEIS 시스템의 데이터 신뢰성 한계, 형식적 참여 구조의 문제 등을 비판적으로 분석하며, 실질적인 증거 수집 체계와 숙의 구조의 개선 필요성을 강조한다. 본 연구는 향후 국가 교육과정 개발이 보다 합리적이고 민주적으로 이루어지기 위한 방안 마련에 이론적 기초를 제공한다.

영문 초록

This study explores key issues necessary to implement evidence-based decision-making in the development of national curricula. The national curriculum serves as a foundational document that reflects a country’s educational values and direction, requiring a scientific and systematic approach in policy decision-making. First, the study analyzes the concepts and necessity of evidence-based policy and decision-making. Second, it reviews the current procedures and decision-making structure of national curriculum revisions in Korea. Third, it identifies three major challenges to establishing an evidence-based approach in curriculum development: (1) lack of sufficient evidence for decision-making, (2) insufficient specificity and reliability of existing evidence, and (3) limited stakeholder participation and superficial deliberation processes. The study critically examines the limitations of current data collection systems such as NEIS, the underutilization of technologies like big data and AI, and the formal nature of participatory mechanisms. It emphasizes the need for a more robust evidence collection framework and a deliberative structure to ensure rational and democratic curriculum development. This research provides a theoretical foundation for advancing evidence-based practices in national curriculum reform.
