건설업 안전관리자 양성을 위한 대학의 연계전공 신설에 관한 연구

국문 초록

최근 정부는 건설현장의 사고 예방과 안전관리 강화를 위해 「산업안전보건법」 개정과 「중대재해 처벌 등에 관한 법률」을 제정하여 근로자의 안전과 보건을 증진하고자 하였다. 특히, 법령 개정으로 안전관리자 선임 대상이 공사금액 50억 원 이상 사업장까지 확대되면서 기업의 안전관리자 인력 확보에 어려움이 가중되었다. 또한 발주자와 공공기관의 안전관리 역할 강화와 건설재해예방기술지도 의무 확대에 따라 건설안전관리자 수요가 급격히 증가하고 있다. 이러한 변화 속에서 중소·중견 종합건설 기업들은 전문성을 갖춘 신규 안전관리자 확보에 큰 어려움을 겪고 있다. 그러나 건설업이 산업 전반에서 사고 사망률이 높은 업종임에도 불구하고, 대학 차원의 건설안전교육은 여전히 미흡하다. 산업안전공학과가 존재하지만 주로 소방안전과 일반 산업안전에 초점을 두고 있으며, 건설안전 분야는 일부 교과목으로 제한적으로 개설되거나 전혀 제공되지 않는다. 일부 대학원에서 계약학과 형태로 운영하는 사례는 있으나, 전문 건설안전공학과 설립은 매우 소극적인 수준이다. 현재 대부분의 안전관리자는 산업안전공학 전공자나 건축·토목 관련 학과 졸업자가 안전 관련 자격증을 취득해 현장에 배치되고 있다. 본 연구는 이러한 상황을 해결하기 위해 건축공학, 토목공학, 산업안전공학 등 건설현장과 밀접한 기존 학과를 연계하여 건설안전 연계전공 교육모형을 제안한다. 이 모델은 별도의 건설안전공학과를 신설하지 않고도 학습자가 건설안전 기본 소양과 관련 법령에 대한 이해, 전문 지식을 습득함으로써 실무 역량을 함양할 수 있도록 설계되었다. 나아가, 본 연구에서 제안하는 체계적이고 전문적인 연계전공 과정은 학습자의 경쟁력을 강화하고, 산업계 요구와 사회적 책임에 효과적으로 대응할 수 있는 기반을 마련할 것으로 기대된다.

영문 초록

The demand for construction safety managers has been steadily increasing due to evolving societal needs and stricter regulatory requirements, including the Special Act on Construction Safety. However, many companies struggle to maintain effective safety management because of a shortage of qualified professionals and difficulties in securing adequate personnel. To address these challenges, this study seeks to promote academic discussions on the establishment of construction safety engineering programs at the university level. Despite the high accident mortality rate in the construction industry, specialized departments dedicated to construction safety remain limited. Existing industrial safety engineering programs mainly emphasize fire prevention and general safety, while construction-specific courses are only minimally available at some graduate institutions. This study proposes a strategic educational model for a linked/interdisciplinary major in construction safety that integrates disciplines closely related to construction sites, such as architectural engineering, civil engineering, architecture, urban engineering, and industrial engineering. The proposed model aims to provide learners with fundamental knowledge, professional expertise, and familiarity with safety-related laws, while cultivating practical competencies without creating a separate department. Ultimately, this framework is designed to enhance students’ competitiveness and respond effectively to industry demands and societal responsibilities.
