The Influence of University Waste Management Policy on Student Perceptions: A New Institutionalist Comparison

국문 초록

본 연구는 신제도주의 이론의 세 가지 축(규제적, 규범적, 인지적)을 분석 틀로 활용하여, 서로 다른 폐자원 관리 정책(소각 중심 정책과 부분 분리배출 정책)을 시행하는 두 대학(사립 A대학, 국립 B대학)을 비교하였다. 2024년 충청북도 소재 대학 학생을 대상으로 실시한 설문조사 원자료를 활용하여 분리배출 시 불편함, 대학의 분리배출 수행도 인식, 향후 대학 정책 방향 선호에 대해 대학별 응답 분포의 차이를 검증하기 위해 카이제곱 검정을 실시하였다. 분석 결과, 첫째, A대학(소각 중심) 학생들이 B대학(부분 분리배출) 학생들보다 분리배출 장소 접근성, 분리배출 요령 인지 측면에서 더 큰 불편함을 느끼며 귀찮음도 더 많이 인식하였다. 둘째, 역설적으로 대학이 분리배출을 잘하고 있다는 긍정적 평가는 A대학 학생들이 B대학 학생들보다 높았는데, 이는 정책 부재로 인한 낮은 문제 인식 수준을 반영하는 것으로 해석된다. 셋째, 향후 정책 방향에 대해 B대학 학생들은 비용이 들더라도 정책을 강화해야 한다는 규범적 태도를 보인 반면, A대학 학생들은 비용 중립적일 경우에만 강화해야 한다는 조건부 태도를 보였다. 본 연구 결과는 대학의 공식적인 폐자원 정책이 단순한 실천적 편의성을 넘어, 학생들의 문제 인식과 미래 정책에 대한 규범적 태도까지 형성하는 강력한 제도적 신호로 작용함을 시사한다. 부분적일지라도 분리배출 정책 경험은 학생들의 비판적 인식을 제고하고 더 높은 수준의 책임을 요구하는 인식의 선순환을 유도하는 반면, 정책의 부재는 문제 인식 자체를 낮추고 정책 요구에 소극적이게 만드는 인식의 악순환을 초래할 수 있음을 보여준다.

영문 초록

Drawing on new institutionalism, this study compares how divergent waste management policies (incineration-focused vs. partial sorting) at two Korean universities relate to student perceptions. Using 2024 survey data (N=378), we analyzed differences in perceived sorting inconvenience, campus performance evaluations, and policy preferences. Students at the incineration-focused campus reported significantly higher inconvenience (e.g., access, knowledge) yet paradoxically rated their campus's performance more positively, suggesting lower problem awareness. Furthermore, students at the partial-sorting campus demonstrated stronger normative commitments, supporting policy strengthening regardless of cost, whereas students at the incineration campus held only conditional, budget-neutral preferences. Findings suggest that formal policy acts as a powerful institutional signal, shaping not only practical convenience but also students' cognitive frames (awareness) and normative demands. This study illuminates a critical divergence: Policy absence may create a “vicious cycle” of cognitive indifference and passive support, while policy exposure can foster a “virtuous cycle” of critical engagement and normative internalization.
