효과적인 요인경호에 관한 연구: 해외 요인 경호사례를 중심으로

국문 초록

본 연구는 국가 중요 요인(VIP)의 안전 확보방안을 연구대상으로 선정하고, 경호경비기관의 안전활동 적절성을 고찰하는데 그 목적이 있다. 이를 위하여 연구 방법으로는 미국과 일본의 요인 테러 사례 등을 바탕으로 테러 진행 및 현장 대응의 적절성 등을 살펴보았다. 그리고 관련분야 전문가들을 대상으로 인터뷰를 실시하였다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 대통령경호처와 경찰청은 요인 경호에 필요한 법규를 정비하거나 신설할 필요가 있다. 특히 정치인 등 주요 인물 등에 대한 범위의 확대, 경호기간의 탄력적인 운용 등도 검토해야 한다. 과거 다이아나 황태자비 경호, 교황 경호, 힐러리 전 국무장관 경호 등이 대표적인 사례이다. 둘째, 효과적인 경호서비스를 제공할 수 있도록 대통령경호처, 경찰청뿐만 아니라 지방자치단체 공무원 등도 참여할 수 있는 법규와 제도 등도 마련해야 한다. 현재 외곽 안전담당은 대부분 경찰 기동대를 중심으로 운영되고 있지만 필요시에는 군과 민간기업도 참여할 수 있어야 한다. 따라서 이를 뒷받침할 수 있는 적절한 기준이 마련되는 것이 바람직 하다. 따라서 행정안전부(경찰청)는 국방부 또는 국가정보원 등과 같은 유관 행정기관과 함께 안전한 요인경호를 위한 협의기구체를 신설할 필요가 있다. 또한 경호경비기관도 효과적인 인력 운영과 파견제도 등을 검토하고 추진해야 한다. 이와 함께 경호경비 근무자들이 적절한 교육훈련 프로그램에 참여할 수 있는 체계도 마련해야 한다.

영문 초록

This study aims to examine measures to ensure the safety of nationally significant VIPs and to evaluate the adequacy of security and protection activities carried out by relevant agencies. The research analyzed cases of protective operations in the Republic of Korea and the United States, focusing on the forms of application in both event preparation and on-site response. In addition, interviews were conducted with current and former experts in the field. The key findings of the study are as follows. First, the Presidential Security Service and the National Police Agency need to revise or establish relevant legal frameworks required for VIP protection. In particular, the expansion of the scope of protection to include major political figures and the flexible management of protection periods should be considered. Notable precedents include the protective services provided for Princess Diana, the Pope, and former U.S. Secretary of State Hillary Clinton. Second, in order to deliver effective protective services, not only the Presidential Security Service and the National Police Agency but also local government officials should be integrated into institutional and legal systems. Currently, external security is largely managed by police mobile units, but when necessary, the military should also be able to participate. Therefore, it is desirable to establish an appropriate legal basis to support such collaboration. Accordingly, the Ministry of the Interior and Safety (National Police Agency) should establish a new consultative body in cooperation with related administrative organizations such as the Ministry of National Defense and the National Intelligence Service to ensure comprehensive VIP protection. Furthermore, the Office of the President (Presidential Security Service) should consider and promote effective personnel management and dispatch systems. Alongside this, a structured framework should be established to enable former security personnel to participate in education and training programs.
