범죄 분야 지역안전지수의 구조적 한계와 개선 방향

국문 초록

현대사회에서 안전은 시민 삶의 질을 좌우하는 핵심 요소로, 국가와 지방정부는 이를 진단하기 위해 다양한 지표를 활용하고 있다. 이 중 지역안전지수는 대표적 비교 평가 도구지만, 상대평가 방식으로 인해 개선노력에도 불구하고 하위 등급 지역에 낙인 효과와 정책 불신을 초래하는 문제가 발생하고 있다. 이 연구는 범죄 분야 지역안전지수를 중심으로 측정 지표의 구성과 변화 양상을 분석하고, 평가 방식의 정책적 함의와 구조적 한계를 비판적으로 검토하였다. 위해ㆍ취약ㆍ경감ㆍ의식 지표의 내용, 가중치 변화, 정책 연계성을 종합적으로 살핀 결과, 현재의 지표 체계가 범죄안전도를 총체적으로 진단하기보다는 일부 수치에 과도하게 의존하고 있음을 확인할 수 있었다. 또한 지표 조정의 가능성은 열려 있으나, 여전히 지자체의 실제 치안 역량과 주민의 체감 안전이 평가에 충분히 반영되지 못하고 있다는 점에서 제도적 개선이 필요함을 제시한다. 따라서 이 연구는 지역안전지수를 단순 비교지표가 아닌, 지역의 치안 실태와 노력, 특수성을 보다 정밀하게 반영할 수 있는 방향으로 재설계할 필요성을 강조한다. 특히 절대평가 방식으로의 전환과 지자체의 자율적 특성을 반영할 수 있는 유연한 평가 체계 구축이 무엇보다 중요하며, 이는 지역안전지수가 명실상부한 정책 설계 도구로 기능하기 위한 필수 조건이라 할 수 있다.

영문 초록

In modern society, safety is recognized as a key factor determining the quality of life for citizens, leading national and local governments to use various indicators to assess it. Among these, the Regional Safety Index(RSI) functions as a representative comparative evaluation tool, but its relative evaluation system has raised concerns, as it can stigmatize lower-rated regions and foster policy distrust—even in cases where actual improvements have been made. This study critically examines the structure and limitations of the RSI in the crime domain by analyzing changes in its measurement indicators and assessment methods. Focusing on the four sub-indices—risk, vulnerability, mitigation, and awareness—it investigates how the content, weightings, and policy linkages of these indicators have evolved. The findings reveal that the current index structure remains heavily reliant on a limited set of quantitative metrics, often failing to reflect the actual crime prevention capacities of local governments or the public's perceived safety. Based on these findings, this study argues for a redesign of the RSI to more accurately capture local crime realities and efforts. In particular, it emphasizes the need for transitioning to an absolute evaluation system and developing a more flexible, context-sensitive framework that accounts for regional characteristics. Such a shift is essential if the RSI is to serve as a truly effective policy design instrument rather than a mere ranking mechanism.
