온라인 학습의 학력 인정 해외 사례 분석

국문 초록

본 연구는 초·중등교육에서 온라인 학습의 학력 인정이 어떻게 이루어지고 있는지 해외 주요국의 사례를 분석하여 우리나라의 정책적 시사점을 도출하고자 하였 다. 이를 위해 미국, 캐나다, 영국, 프랑스의 온라인 학습 제도와 운영 현황을 체계적으 로 분석하였다. 분석 결과, 각국의 온라인 학습 제도는 교육 선택권 보장이나 평등한 교육 기회 제공과 같은 고유한 정책적 지향을 기반으로 구축되었으며, 공급 주체와 운영 방식에서도 차이를 보였다. 이러한 분석을 토대로 우리나라 온라인 학력 인정 정책에 대한 여섯 가지 제언을 도출하였다. 첫째, 온라인 학습 체제의 목적과 방향을 학교 교육이 추구하는 가치와 연계하여 명확히 설정해야 한다. 둘째, 교육의 질 관리를 위해 대상 학년, 신청 자격, 교육 기간, 교육 내용, 교수·학습 및 평가 방법 등에 대한 구체적인 기준이 마련되어야 한다. 셋째, 교사-학생 간 상호작용 제한, 학습 동기 유지의 어려움 등 비대면 교육의 근본적 한계를 보완할 수 있는 체계적 방안이 필요하 다. 넷째, 디지털 인프라 구축과 함께 온라인 학습 공급망을 관리할 중간 조직 설립을 검토해야 한다. 다섯째, 학교 안팎의 다양한 학습 경험을 통합적으로 관리할 수 있는 온라인 플랫폼 구축이 요구된다. 마지막으로, 민간 참여 확대에 따른 교육 격차 심화를 방지하고 모든 학생의 양질의 온라인 학습 접근성을 보장하기 위한 제도적 장치가 마련되어야 한다.

영문 초록

This investigation sought to analyze the recognition mechanisms for online learning credentials in primary and secondary education across major international jurisdictions to extrapolate policy implications for the South Korean context. Through systematic comparative analysis of online learning frameworks and operational paradigms in the United States, Canada, United Kingdom, and France, the study revealed that each nation's online learning infrastructure was predicated upon distinct policy orientations, such as safeguarding educational autonomy or ensuring equitable access to educational opportunities, with notable variations in delivery mechanisms and operational methodologies. Drawing upon this analytical framework, the study delineates six strategic recommendations for South Korea's online learning accreditation policy. Foremost, the objectives and trajectory of the open online learning framework must be explicitly aligned with the fundamental values inherent in traditional educational paradigms. Second, comprehensive quality assurance parameters must be established, encompassing grade-level eligibility, qualification criteria, duration of instruction, curricular content, and pedagogical and assessment methodologies. Third, systematic interventions are imperative to address the inherent limitations of virtual instruction, particularly regarding teacher-student engagement dynamics and sustained learning motivation. Fourth, concurrent with digital infrastructure development, consideration should be given to establishing intermediary organizational structures for managing online learning supply chains. Fifth, the implementation of an integrated online platform is essential for cohesive management of diverse learning experiences, both within and beyond traditional educational settings. Finally, institutional safeguards must be implemented to mitigate potential educational disparities arising from increased private sector participation while ensuring universal access to high-quality online learning opportunities.
