교사의 이직과 경제적 보상: 미국의 사례를 중심으로

국문 초록

이 연구는 최근 늘어나고 있는 교사의 이직 문제의 해결 방안을 경제적 보상 의 측면에서 탐색적으로 살펴보았다. 문헌연구 방법으로 수행된 이 연구는 국내의 교사 이직 관련 연구를 종합하고, 그동안 다양한 방식으로 현직교사와 예비교사에 대한 경제적 보상 정책이 이루어져 온 미국의 사례를 통하여 정책적 시사점을 얻고자 하였다. 구체적으로, 연구 문제는 1) 미국에서의 예비교사와 현직교사에 대한 경제적 지원 정책은 어떻게 실행되었고 어떠한 효과를 거두었는가, 2) 이러한 정책적 결과는 우리나라 교육정책에 어떠한 시사점을 갖는가이다. 이를 통하여 교사의 이직과 경제 적 보상의 관계를 밝히고 이직 의도를 낮추기 위한 경제적 보상 정책의 가능성을 탐색하였다. 연구 결과, 미국에서는 주 별로 다양한 방식으로 현직교사와 예비교사에 대한 경제적 지원이 이루어졌으며, 특히 현직교사에 대한 경제적인 보상의 경우 대부 분 교사의 이직을 낮추는데 긍정적인 영향을 준 것으로 나타났다. 이에 근거하여, 특히 초임교사에 대한 지원이 필요하며, 교사 모두에게 일정 금액을 지원해주는 방안 을 제안하였다.

영문 초록

This study explores potential solutions to the growing issue of teacher turnover by examining it through the lens of economic compensation. Utilizing a literature review methodology, this research integrates the limited body of domestic studies on teacher turnover while drawing policy implications from the United States, a context in which various economic compensation policies for prospective and in-service teachers have been implemented. The study addresses the following research questions: (1) How have economic support policies for prospective and in-service teachers been implemented in the United States, and what outcomes have they produced? (2) What are the implications of these policy outcomes for education policy in South Korea? The analysis seeks to elucidate the relationship between teacher turnover and economic compensation, while exploring the feasibility of compensation-related policies aimed at reducing turnover intentions. Findings indicate that, in the United States, states have employed diverse policies to provide economic support to both prospective and in-service teachers. In particular, economic compensation for in-service teachers was found to have a generally positive impact on reducing turnover rates. Based on these findings, the study highlights the need for targeted financial support for novice teachers and proposes a policy framework that includes a standardized provision of financial support to all teachers.
