권역 단위의 국제공동제작이 유럽 영화시장에 미치는 영향과 의의

국문 초록

국제공동제작은 문화 제국주의를 경계하는 대항담론에서 탄생하여 영화의 생산과 소비의 활성화에 기여하는 수단으로 간주되어 왔다. 특히 아시아나 유럽과같이 지정학적으로 넓은 범위를 아우르는 권역 단위의 국제공동제작은 상업 우선주의의 배제와 예술적 가치의 향상이라는 효과를 동반함으로써 오늘날 전 세계 영화시장에서 주목을 받고 있다. 이에 따라 국제공동제작의 영향과 정책 등에관련된 연구가 적극적으로 이루어지고 있다. 그러나 연구의 범위가 개인과 국가단위로 국한되어 권역 단위의 국제공동제작에 관한 논의는 부족한 실정이다. 본고는 유럽의 권역 지원 프로그램인 유리마지(Eurimages), 크리에이티브 유럽(Creative Europe), 노르딕 영화 티비 펀드(Nordisk Film & TV Fond)를 중심으로권역 단위의 국제공동제작과 영화시장의 상관관계를 연구하였다. 그 과정에서 위수단이 유럽의 영화시장에 산업적·문화적 가치를 상승시키는 동력으로 작용하여영화시장에 긍정적인 영향을 끼쳤음을 확인하였다. 국제공동제작은 권역 단위의 지원 프로그램이 출범한 이후 개인-국가-권역 3 단계의 형태로 위험분담관계를 맺으며 영화실패에 관한 위험을 낮추었다. 그중권역 단위의 국제공동제작은 문화가치의 보존과 발전이라는 목표를 최우선으로두었고, 이는 개인과 국가 단위의 국제공동제작에서 영화의 생산성이 강조되는것과 차별되었다. 또한 권역 단위의 국제공동제작은 권역영화의 발전에 긍정적인영향을 끼쳤고, 그로 인해 각국의 문화와 언어의 다양성 보존, 정체성의 강화 및사회적 화합이라는 특징이 해당 권역 내에서 두드러지게 나타났다. 유럽은 유럽영화를 통해 국가 간의 연대를 공고히 할 목적으로 상업성 보다문화적 가치에 중심을 둔 독립ㆍ예술영화를 문화교류와 공동체 연대의 매개체로주목하였다. 이에 권역 단위의 국제공동제작 영화 지원 프로그램은 영화의 제작과 배급에 지원을 아끼지 않았다. 이들이 제공하는 소프트론, 영화의 방영권 제공, 신용보증 등을 통해 영화제작자는 안정적인 재원을 마련할 수 있었다. 영화제작자에게 제공된 지속적인 영화제작의 기회는 영화콘텐츠 생산의 활성화로 이어졌다. 또한 위 프로그램은 배급지원을 통해 해당 국가와 권역 단위를 넘어 세계시장을 대상으로 배급망을 확대하는 계기를 마련하여 영화소비를 촉진하였다. 이처럼 권역 단위의 국제공동제작은 영화의 제작과 소비에 대한 지속가능한 선순환구조를 만들어내는 등 긍정적인 효과를 유럽 영화시장에 가져다주었다.

영문 초록

International co-production, which stemmed from a counter-discourse against cultural colonialism, has been regarded as a way which activates film’s production and consumption. It is currently an eye-catching in the world film market, as affecting artistic values increased avoiding the commercial-first view. For that reason, the literature review on the impact and the policy of it have been made actively. However, there is lack of the research regarding the international co-production at the regional level, as the research range is limited at the individual and the national level. In order to analyze correlation between the international co-production at the regional level and the film market, this essay focused on international co-production related to Eurimages, Creative Europe and Nordisk Film & TV Fond and discovered it is linked to a qualitative development of the film market as promoting an industrial growth and the cultural value. International co-production concentrating on the productivity has been in progress as a risk sharing method regarding the business failure, showing the individual-national-regional levels since international co-production at the regional level started. The international co-production at the regional level made cultural value first and showed a distinction to that individual-national levels emphasized on the productivity. Moreover, it made an positive influence on the regional film’s prosperity which covered the wide region geographically. So that, culture and language’s diversity and the consolidation of identity and the social solidarity turned up at the region, and globalization and locality were emphasized. International co-production at the regional level supported the production and the distribution in order for a development of European independent film, and soft-loan, televising right, credit guarantee helped making a ceaseless production environment as affording stable financial resources. The co-production program made an expansion of the film distribution network over the nation and the region. Therefore, European film market had a sustainable circulation and employment situation improved on the production and the consumption.
