사범대학과 연계된 특수교사 양성체제의 재구조화 및 개혁방안

국문 초록

교원양성체제의 개혁은 국가수준의 과제로서 오랫동안 담론의 주제가 되어왔다. 본 연구주제는 ‘사범대학과 연계된 특수교사 양성체제의 재구조화 및 개혁방안’으로서 다음 두 가지 연구문제를 갖는다. 첫째, 특수교사 양성체제의 재구조화는 왜 필요한가? 둘째, 특수교사 양성체제의 개선방안은 무엇인가? 특수교사 양성체제는 사범대학의 외적·내적 요인과 밀접한 관계를 갖는다는 점에서, 연구자는 사범대학 개혁과의 연계성에서 문제점과 개혁방안을 도출해 내고자 하였다. 국내 사범대학의 위기요인으로는 교원자격증의 남발과 양성기관의 난립 그리고 전문성과 정체성 부재를 들 수 있으며, 이러한 문제점은 고스란히 특수교사 양성체제 문제로 이어졌다. 연구자는 그에 대한 대안으로 볼로냐 프로세스 이후의 독일의 개혁흐름을 살펴보고, 우리에게 주는 시사점을 찾고자 하였다. 여기에는 정부차원에서 논의되고 있는 교육전문대학원 체제 하에서의 특수교사 양성체제가 주요 쟁점 중 하나로 다루어졌다. 연구자는 일차적으로는 사범대학의 종합대학 내 통합과 대학원 수준의 교사양성 체제를 지지하며, 아울러 특수교육과는 교직과 비 교직으로 분리 운영될 것을 제안하고 있다. 또한 부가적으로 통합교육에 적합한 교사양성, 일반교육과의 연대 강화 그리고 교과교육 전문교사 양성으로 그 개혁방안을 제시하였다.

영문 초록

The reform of teacher training system has been the topic of discourse as the project at the national level for a long time. The topic of this research was the ‘ways of restructuring and reforming the special teacher training system associated with college of education’. There were two research questions. First, why do we need to restructure the special education teacher training system? Second, how can we improve the special education teacher training system? Since the special education teacher training system is closely associated with external and internal factors of college of education, we would like to identify problems and propose ways of reforms in terms of the association with reforming college of education. Risk factors of college of education were the overissue of teachers certificate, high number of training institutions, and absence of expertise and identity in Korea. These problems had led to the problems of the special education teacher training system. We looked into the flow of the reform in Germany after Bologna Process as the alternative way, and we would like to find the implications for us. The special education teacher training system under professional graduate school of education was being discussed at the government level, and it was addressed as one of major issues. We primarily support the integration of college of education into University and the teacher training system at graduate school levels. In addition, we propose to operate department of special education once it is divided into teaching and non-teaching. We present the ways of reforming the system such as the teacher training suitable for integrative education, the enhancement of association with general education and curriculum professional teacher training system.
