국문 초록

우리나라는 지난 수십 년 동안 경제성장으로 인해 소득은 높아졌지만 사회적 연대는 미약한수준이다. 국가가 시장을 형성하던 시대를 지나 자기 조정식 시장이 국가와 사회로부터 독립하여 확대되고 있는 시대가 왔다. 이러한 상황 속에서 사회 혹은 공동체를 자발적으로 만들고이를 통해 소속감, 행복감, 자존감을 높이며 삶을 새롭게 꾸려 나갈 수 있는 대안적 발전 모델의 하나로 제시된 운동이 지역화폐(Community Currency)이다. 지역화폐는 현재 영국, 호주, 미국, 캐나다를 중심으로 유럽, 남미, 아시아 각국을 포함해 전세계 2,000여 지역 이상에서 실험되고 있는 새로운 지역사회 운동이다. 지역화폐 운동은 노동력과 물품을 가상의 지역화폐를 매개로 교환 거래할 수 있도록 체계화 하려는 일련의 노력으로, 회원 간 돈 없이도 재화와 서비스를 서로 주고받을 수 있는 제도를 체계화 하고자 하는것이다. 지역화폐 운동은 지역사회의 개발과 지역공동체 형성이라는 보완적 시각에서 접근할 여지가충분하므로, 시대에 발맞춘 새로운 형식의 지역화폐를 제안하려고 한다. 본 논문의 모델은 지역화폐를 기반으로 한 지역사회 복지사업의 일환이라고 정의 할 수 있다. 최신의 IT기술을 활용하여, 지역화폐 모델과 협동조합, 시민단체를 결합하여 지역 내 재화와 용역의 유통구조를확보하고, 이 과정에서 생산되는 부를 지역사회 복지기금으로 마련, 사회 선순환 구조를 마련하는 모델이라고 할 수 있다. 이는 지역 내 공동사업, 노후복지, 공동육아 등 마을 단위의 사회적 안전망을 구축하고 마을 내 소통을 활성화하여 자연스럽게 마을 공동체 문화를 활성화하려는 노력의 일환이다. 그러나 지역화폐 운동이 지역에 미치는 영향을 한나라의 경제규모나 지역경제의 규모와 단순 비교해 활성화 성공여부를 논하는 데는 한계가 있었으며, 지역사회 복지사업과 IT를 접목한 것에 의미가 있다.

영문 초록

The incomes have been increased for the past decades as a result of the economic growthin Korea, but the social solidarity is still weak. Passing through the age when the stateforms the market, it became an era when a self-regulating market expands as achievingits independence from a state and society. Under this circumstance, the CommunityCurrency is the movement proposed as one of the alternative development models tocreate a society or community voluntarily and through this, raise the sense of belonging,happiness and self-esteem and form a new life. The Community Currency is a new local community movement mainly experimented inthe UK, Australia, the U.S. and Canada and it is also implemented in over 2,000 countriesof Europe, South America, and Asia. As part of the efforts to organize the trading of laborservices and products with the medium of virtual community currency, the CommunityCurrency Movement tries to systematize the structure to give and take the goods andservices without involving any money among the members. Given that the Community Currency Movement has an enough room to approach from thecomplementary perspectives on the development of regional society and the formation of localcommunity, it is to suggest a new type of community currency keeping up with the times. The model for this study can be defined as part of a regional society welfare projectbased on the community currency. Using the latest IT technology, this model secures thegoods and services within the region by combining the community currency model,cooperative association and civic group, and prepare the social virtuous cycle througharranging the wealth produced in this process as a welfare fund of the community. Thisis part of efforts to revitalize town community culture naturally as establishing the socialsafety net by the town unit such as a joint project, retirement welfare, communal childcare, etc. within the region and activating communications in the town. However, there was a limitation in discussing whether the revitalization was successful ornot by simply comparing the impact of the Community Currency Movement on theregional economy to a nation’s economic scale, but the significance is in combining thecommunity welfare project with the IT.
