국문 초록

본 연구는 미국과 EU와 같은 다른 거대 규모의 경제권이 시행하고 있는 제도를 분석함으로써 우리나라가 무역자유화로 인한 피해를 최소화할 수 있는 시사점을 도출하는데 있다. 그리하여 본 논문은 미국의 기업, 근로자, 농어민 및 커뮤니티TAA(Trade Adjustment Assistance)와 EU의 EGF(European Globalization Adjustment Fund)제도를 분석하여 미국의 TAA와 EU의 EGF를 비교하고 시사점을 도출하여 정책방향을 제시한다. 그 주요 내용으로는 커뮤니티 지원의 도입고려, 지원규모의 확대, 전문가 교육, 기금의 투명성 개선, 피해 판정에 대한 전문성 확보를 위하여 전문인력 양성 및 강화, 지원 자금의 통일 및 일관성, 중간평가 및 최종보고서 작성 등이다. 한편 미국이 커뮤니티 TAA를 도입하고, EU가 금융 및 경제 위기로 해고 된 실업자를 지원하는 것과 같이 우리나라도 미국과 EU의 효과적인 정책들을 벤치마크하여 개선할 필요가 있다. 또한 FTA 확대로 인하여 예견되는 피해에 대하여 선택과 집중에 의거한 경제의 효율성을 제고하는 방향으로 피해의 지원이 무역조정지원 프로그램을 통하여 개선할 필요가 있다.

영문 초록

The purpose of the paper is to derive the implications for South Korea to reduce the damages due to the trade liberalization by analyzing policies for those negatively affected by trade in other economic blocs such as the U.S. and the EU. The paper analyzes the trade adjustment assistances in the U.S. and the EU, such as the firms, workers, farmers, and community TAAs in the U.S., and the globalization adjustment fund (EGF) in the EU. The paper compares the TAA of the U.S. with the EGF of the EU. Also, the paper derives implications and suggests the policy directions: consideration of the assistance to communities, expansion of the assistance scale, experts training, improvement of transparency of the fund, unification of assistance fund, and establishment of interim evaluation and final reports. As the U.S. introduces TAA community and the EU supports the unemployed who were laid off due to financial and economic crisis, South Korea accordingly needs to benchmark effective policies from the U.S. and EU and improve the trade adjustment assistance programs to prepare for the expected damages due to the expansion of the FTA.
