국문 초록

본 연구는 지방자치단체 수준에서 공적 자금으로 시민의 평생학습 활동을 지원하는 시민대학의 운영 방식과 특징에 대한 탐색적 연구이다. 2017년 5월부터 6월까지 관련 보고서 및 행정자료를 수집하여, 시민대학의 추진 방향, 프로그램 현황, 특화 전략의 세 가지 분석 기준을 중심으로 분석하였다. 그 결과, 대전시민대학은 ‘지역 전체를 하나의 학습공동체로 본 맞춤형 평생학습 제공’이라는 목표 하에, 3개 영역, 389개의 교육프로그램을 운영(교양·여가교육>민주시민역량교육>직업역량교육)하는 것으로 나타났다. 또한, 기관 특화 전략으로 학습동아리 지원, 열린시민학교 운영, 탄력적 교육 시간 운영, 엄격한 강사관리, 지역 캠퍼스 신설 등의 내용이 도출되었다. 이상의 결과에 기초하여 관 주도 시민대학의 질적 성장을 위한 과제 세 가지를 제시 하였다. 첫째, 시민대학의 정체성 확립이다. 일반 평생교육기관과 구분되지 않는 시민대학의 정체성이 지역 내 불필요한 갈등을 불러일으킬 수 있다는 점에서 중요한 과제이다. 둘째, 학습자의 자발성과 주체성 촉진에 대한 기관의 관점 습득이다. 학습자를 수혜자가 아닌 주체적 개인으로 이해하는 시각이 필요하다. 셋째, 시민대학 공간의 확장성 확보를 위한 노력이 필요하다. 공간을 구성하고 활용하는 사람들이 학습의 세계로 이끌 때 확보되는 학습공간으로서의 정체성 획득이 가능하기 때문이다.

영문 초록

This study is an exploratory study of citizens university that supports lifelong learning activities with public funds at the level of local government. From May to June 2017, relevant reports and administrative data were collected and analyzed based on three analysis criteria of the direction, program status, and specialized strategy of citizens university. As a result, the Daejeon citizens university has operated 389 educational programs in three areas, with the goal of providing a personalized lifelong learning as a whole learning community . In addition, institutionalized strategies included learning circle support, open civic school administration, flexible school hours management, rigorous teacher management, and regional campus creation. Based on the above results, we presented three challenges for the qualitative growth of citizens university. First, it is establishing the identity of citizens university. It is an important task that the identity of a citizens university that is not distinguished from general lifelong education institutions can cause unnecessary conflicts in the region. Second, it is the acquisition of the institution s perspective on promoting learners spontaneity and subjectivity. It is necessary to view the learner as a subjective individual rather than a beneficiary. Third, efforts should be made to secure the scalability of citizens university space. This is because it is possible to acquire an identity as a learning space secured when people who construct and utilize space lead to learning.
