의대정원 증원 정책의 정책오차와 수정 제약 요인 분석: ‘정책오차 수정 실패의 제도화’ 관점을 중심으로

국문 초록

본 연구는 윤석열 정부가 추진한 의과대학 정원 확대 정책을 ‘정책오차 수정 실패의 제도화’ 개념을 주요 분석틀로 삼아 분석하였다. 연구방법으로는 비판적 성찰(critical reflection) 접근방법과 함께 정부와 의사집단의 공식 성명서, 언론 보도 자료 등 문헌 분석을 함께 수행하였다. 연구 결과, 정책 초기에는 문제 진단의 오류, 정량 목표 중심의 설계, 이해당사자 협의의 부재 속 일방적 집행 방식이 오차를 발생시켰다. 이후 대통령을 중심으로 나타나는 권력 집중, 관료제의 정치 종속성과 위험 회피, 총선 및 정국 혼란에서 비롯된 정치적 불확실성이 결합하면서 오차 시정 시도가 구조적으로 차단된 것으로 나타났다. 의료계의 직역 특수성과 해석 권위, 강한 조직 결속력도 정책수정의 제약 요인으로 크게 작용하였다. 본 연구는 의대정원 증원 과정에서 나타난 정책오차와 오차 수정의 실패가 권위적 권력 구조와 정치적 불확실성하에서 나타나는 수동적 관료 조직 문화 뿐만 아니라, 전문직 집단이 가지는 특권적 지위와 해석 권위에 강하게 영향을 받는다는 점을 밝혔다는데 중요한 의의가 있다. 아울러 의과대학 정원 확대 정책이 보건의료 영역을 넘어 고등교육 정책과 교육행정 거버넌스에 어떤 영향을 미쳤는지 그 관계성을 밝혀, 향후 교육정책 연구에서 교육정책 하위체제를 넘어선 연구 범위 설정이 필요함을 시사하고 있다.

영문 초록

This study examines the Yoon Suk-yeol administration’s initiative to expand medical school admissions quotas through the lens of the institutionalization of non-correction. It employs a critical reflection approach with analysis of government and medical association statements and media reports. The findings show that initial policy errors arose from a flawed problem diagnosis, an overemphasis on quantitative targets, and a unilateral implementation that lacked stakeholder consultation. Efforts to address these errors were constrained by concentrated presidential power, bureaucratic subordination and risk aversion, and political uncertainty linked to the general election and political turmoil. The medical community’s professional exclusivity, interpretive authority, and organizational cohesion also limited policy revision. The study highlights how policy errors and failed correction are shaped not only by a passive bureaucratic culture under authoritarian power structures and political instability but also by the privileged authority of professional groups. It also demonstrates that the expansion of medical school quotas had consequences beyond the healthcare sector, affecting higher education policy and educational governance. These findings call for future research in educational policy to look beyond the educational subsystem.
