국문 초록

지방소멸 지역에서 교육지원청에서 장학사로 일하는 나는 다년간 혁신교육지구와 교육발전특구 사업을 맡아 추진하는 과정에서 일반자치와 교육자치의 협력을 경험하며, 교육협력 현실의 구조적 문화적 문제를 드러내고 실천 전략의 효과를 비판적 자문화기술지를 통해 분석하였다. 협력의 어려운 점은 첫째는 행정구조의 모순 때문이다. 이로 인해 위계가 상이한 군수와 교육장, 그리고 면장과 교장이 소지역 행사에서 의전을 통한 힘겨루기와 같은 소모적 갈등 장면이 발생한다. 이는 시군･교육청･교육지원청이 서로 권한이 달라 의사결정 협의구조 안에 내재된 모순 때문이기도 하다. 두 번째 어려운 점은 교육철학 관점의 차이로서, 지자체의 수도권 입시 과몰입으로 대표되는 성과주의와, 이와 반대되는 교육지원청의 지역 정주와 보통 교육 중심 관점이 상응한다. 세 번째 어려운 점은 지역의 고유한 배타성으로, 선주민 중심의 네트워크가 이주민을 배려하지 않는 현실에서, 교육지원청이 나서서 이주자도 참여할 수 있는 새로운 교육활동의 장을 마련해야 하는 것이다. 이러한 어려움을 해결하기 위한 실천 전략으로 첫째, 환대와 우정 쌓기를 통한 관계형성, 둘째, 단계적 접근을 통한 인식 개선, 지역 중심 서사의 누적, 공론장을 통한 의제 형성, 셋째, 교육과정 중심의 거버넌스 운영을 여러 방식으로 시도하였다.

영문 초록

I have studied the difficulties of cooperation and the strategies for resolution through critical self-ethnography. The first difficulty in cooperation is the contradiction of the administrative structure. This leads to wasteful conflicts such as a power struggle through protocol between county governors and superintendents of education, township heads, and school principals at local events. This is also due to the contradiction inherent in the decision-making and consultation structure of the city, county, and office of education, which have different authorities. The second difficulty is the difference in educational philosophy perspectives, which corresponds to the performance-based approach represented by the excessive focus of local governments on entrance exams in the metropolitan area, and the perspective of the Office of Education that focuses on regional settlement and general education. The third difficulty is the unique exclusivity of the region, and in a reality where the network centered on indigenous people does not take immigrants into consideration, the Office of Education must step forward and create a new educational activity venue in which immigrants can also participate. As a practical strategy to solve these difficulties, first, relationship building through hospitality and friendship building, second, awareness improvement through a step-by-step approach such as accumulation of regional-centered narratives and agenda setting and formation of public forums, and third, governance operation through activating empowered private participation were attempted in various ways.
