디커플링과 커플링 사이 : 5･31 교육개혁 창안과정에서 청와대 교육비서실 관료의 역할을 중심으로

국문 초록

본 연구는 김영삼 정부 당시 청와대 교육비서실에 파견 및 차출된 교육부 관료의 경험을 바탕으로, 5･31 1차 교육개혁안의 창안과정을 재구성하고 이를 사회학적 신제도주의 관점에서 분석하는 데 목적이 있다. 특히 1차 개혁안은 전(全) 의제가 실제 정책 형성과 집행으로까지 이어진 유일한 사례라는 점에서, 그 성공 요인을 의제 설정 단계에서 형성된 청와대의 조직 운영 전략 구조에서 찾고자 한다. 연구는 단일 사례연구 설계에 기반하여, 총 10명을 대상으로 심층 면담을 실시하고, 주제분석을 수행하였다. 분석 결과, 이들은 ‘성공적인 교육개혁위원회 만들기’를 주요 과제로 인식하고, 교육을 사회적 의제로 부각시키기 위해 기존 교육개혁 기구와는 차별화된 접근을 시도하였다. 또한 정책 형성 단계로의 연계를 고려하여 구체적인 참고자료를 사전에 준비하는 역할을 수행하였다. 청와대 교육비서실은 환경적 요구에 부응하여 민간 전문가 중심의 교개위를 대외적 개혁 주체로 내세워 외형적으로는 교개위와 단절된 것처럼 보이게 했다. 그러나 내부적으로는 행정관들을 매개로 교개위와 연결하는 역할을 수행하게 하고, 또한 이들이 다시 교육부로 복귀해 정책 형성 과정까지 이어지도록 함으로써 정책 실현 가능성을 확보하는 방식으로 조직 간 느슨한 결합을 추구했다. 이 구조는 사회학적 신제도주의에서 말하는 의례적 정당성과 실행 가능성이라는 이중 요구 충족을 위한 전략적 (디)커플링의 사례로 해석할 수 있다.

영문 초록

This study aims to reconstruct the formulation process of the First May 31st Education Reform Plan based on the experiences of Ministry of Education bureaucrats who worked in the Office of the Presidential Secretary for Education during the Kim Young-sam administration. It also analyzes it through the lens of sociological institutionalism. In particular, it seeks to identify the factors contributing to the plan’s success in the organizational strategy structure adopted by the Blue House. The research employes a single case study design, drawing on thematic analysis of interviews with ten officials. The findings reveal that they viewed “making a successful Education Reform Committee (ERC)” as their primary task and adopted a differentiated approach from previous reform bodies to elevate education as a significant social agenda. They also prepared concrete reference materials to ensure continuity i nto the policy f ormulation s tage. The P residential O fice’s Education Secretariat presented the civilian-expert-centered ERC as the external face of reform, thereby making it appear outwardly separated from the Secretariat. Internally, however, it pursued loose coupling between organizations by having administrative officials serve as linkers to the ERC, and by enabling them to return to the Ministry of Education to carry the process through to policy formulation, thereby ensuring the feasibility of policy implementation. This configuration exemplifies a strategic case of (de)coupling, balancing ceremonial legitimacy with practical implementability, consistent with sociological institutionalism.
