늘봄학교 정책 이슈 분석 : CONCOR 분석을 중심으로

국문 초록

이 연구는 최근 초등 교육 현장에 전면 도입되어 운영되고 있는 늘봄학교 정책 이슈를 분석하고, 이를 통해 향후 늘봄학교의 안정적 정착 및 효율적 운영을 위한 시사점을 제공하는 데 그 목적이 있다. 이를 위해 늘봄학교 정책과 관련된 교육부, 교육청, 교직단체의 보도자료 및 언론 기사를 분석 대상으로 선정하여 키워드 빈도 분석과 CONCOR 분석을 수행하였다. 연구 결과를 요약하면 다음과 같다. 첫째, 키워드 빈도 분석 결과 단체별 최상위 키워드로 교육부에서는 ‘지원’, ‘프로그램’, ‘교육청’, ‘교육’이 교육청에서는 ‘지원’, ‘프로그램’, ‘교육’, ‘교육청’이 교직단체에서는 ‘교사’, ‘교육’, ‘업무’, ‘교육부’가 언론사에는 ‘교육’, ‘프로그램’, ‘교사’, ‘지원’ 등이 도출되었다. 또한 특정 단체에서만 도출되는 키워드를 확인할 수 있었다. 둘째, CONCOR 분석 결과 교육부에서는 8개의 군집이, 교육청에서는 4개의 군집이, 교직단체에서는 8개의 군집이, 언론사에서는 4개의 군집이 도출되었다. 단체별로 도출된 군집을 비교한 결과 모든 단체에서 동일하게 도출된 군집과 특정 단체에서만 도출된 군집을 확인할 수 있었다. 이를 통해, 단체별 늘봄학교 정책 이슈와 관련한 인식의 유사성과 차이점을 파악할 수 있었다. 이와 같은 분석 결과를 토대로 늘봄학교 정책에 대한 학교 현장과 교사의 의견 반영 필요 및 늘봄학교 정책의 정체성에 대한 합의가 필요함을 시사점으로 제안하였다.

영문 초록

The purpose of this study is to analyze issues of ‘Neulbom School’ policy, which has recently been fully introduced and operated in the elementary education, and provide implications for the stable establishment and efficient operation of Neulbom School in the future. For this, press releases from Ministry of Education, Office of Education, and teachers’ organizations and media articles related to the Neulbom School policy were selected and keyword frequency analysis and CONCOR analysis were performed. The results of this study are as follow. First, as a result of keyword frequency analysis, the top keywords by group were ‘support’, ‘program’, ‘office of education’, and ‘education’ for Ministry of Education, ‘support’, ‘program’, ‘education’, and ‘office of education’ for Office of Education, ‘teacher’, ‘education’, ‘work’, and ‘ministry of education’ for the teachers’ organizations, and ‘education’, ‘program’, ‘teacher’, and ‘support’ for the media. Additionally, keywords that were derived only from specific groups were identified. Second, as a result of the CONCOR analysis, 8 clusters were formed from Ministry of Education, 4 clusters from Office of Education, 8 clusters from teachers’ organizations, and 4 clusters from media articles. Through the clusters formed by group, it was able to identify clusters formed equally from all groups and clusters formed only from specific group. Through this, it was able to identify similarities and differences in perceptions related to Neulbom School policy by group. Based on the results of this analysis, the study recommends that it is necessary to reflect opinions of schools and teachers on the Neulbom School policy and to discuss on the identify of the Neulbom School policy.
