한국 역대 정부의 고등교육 정책과 대학 학과 구조 변화의 관계 분석

국문 초록

본 연구는 김영삼 정부 이후 윤석열 정부까지 역대 정부의 고등교육 정책이 대학 학과 구조 변화에 미친 영향을 실증적으로 분석하였다. 이를 위해 2008년부터 2024년까지의 한국교육개발원 학과 운영 데이터를 기반으로, 학제별·계열별·지역별 학과 수의 변화 추이와 정부 정책 간의 연관성을 고찰하였다. 분석 결과, 정부는 지속적으로 정원 감축과 구조조정을 추진했음에도 전체 학과 수는 증가하였으며, 이는 대학이 정책 대응을 위해 학과를 세분화·다변화한 전략적 결과로 나타났다. 특히 공학·의약계열은 산업수요 및 정부 재정지원 사업과 연계되어 확대된 반면, 인문사회·자연과학 계열은 구조조정의 주요 대상이 되었다. 또한 수도권과 비수도권, 일반대학과 전문대학 간의 대응 방식과 구조 변화에서도 뚜렷한 차이가 확인되었다. 본 연구는 학과 구조 변화가 정부 정책, 학문 생태계, 지역 균형성과 밀접히 연결되어 있음을 밝히며, 향후 고등교육 정책의 방향성과 전략 수립에 시사점을 제공한다.

영문 초록

This study empirically analyzes how the higher education policies of successive Korean governments, from the Kim Young-sam administration to the Yoon Suk-yeol administration, have influenced changes in the structure of university academic departments. Utilizing data on departmental operations from the Korea Educational Development Institute between 2008 and 2024, the study examines changes in the number of departments by institution type, academic discipline, and region, and their relationship with government policies. Despite continued policy efforts toward enrollment reduction and structural reform, the total number of departments increased, reflecting universities’ strategic responses through diversification and specialization. Engineering and health-related fields expanded in response to industrial demand and government funding, while humanities and natural sciences faced repeated restructuring. The study highlights structural discrepancies across regions and institution types, and offers implications for the future direction of higher education policy.
