장애인 야간휴일 돌봄 종사자의 실천 경험에 관한 연구: ‘360° 어디나돌봄’ 사업을 중심으로

국문 초록

본 연구는 경기도의 ‘360° 어디나돌봄’ 야간·휴일 중심 장애인 돌봄 공모 사업에 참여한 종사자들의 실천 경험을 중심으로, 돌봄 노동의 구조적·정서적 특수성과 제도 실행의 한계를 탐색하고자 하였다. 이를 위해 사업에 참여한 돌봄 종사자 29명을 대상으로 포커스 그룹 인터뷰(FGI)를 실시하고, 주제분석을 수행하였다. 연구 결과, ‘돌봄의 의미와 가치 인식’, ‘실천 과정에서의 구조적 제약’, ‘지속 가능한 개선 방안’이라는 세 개의 상위 주제가 도출되었다. 종사자들은 돌봄을 정서적 관계 형성과 회복의 공간으로 인식하는 한편, 인력 부족, 낮은 처우, 감정 노동의 심화로 인한 심리적·물리적 부담을 경험하고 있었다. 이에 따라 제도 기반 및 행정 체계 개선, 접근성 및 이용 편의 향상, 인력 운영 및 처우 개선, 시간 유연성과 충분성을 반영한 돌봄 체계 마련의 필요성이 제기되었다. 본 연구는 돌봄 종사자의 관점에서 야간·휴일 중심 장애인 돌봄 사업의 실효성을 조망하고, 지속 가능한 돌봄 정책 수립을 위한 실천적 함의를 제안한다.

영문 초록

This study explores the structural and emotional characteristics of care work and the institutional limitations encountered in the implementation of policy, based on the practical experiences of care workers participating in Gyeonggi Province’s ‘360° Anytime Care’ programme, which provides night and holiday care services for persons with disabilities. Focus group interviews(FGI) were conducted with 29 care workers involved in the programme, and thematic analysis was employed. The findings revealed key themes including perceptions of the meaning and value of care, structural constraints in practice, and strategies for sustainable improvement. Participants viewed care as a space for emotional connection and recovery, yet reported considerable psychological and physical burdens caused by staff shortages, poor working conditions, and the intensification of emotional labour. The study highlights the need to strengthen institutional and administrative systems, enhance accessibility and user convenience, improve workforce management and employment conditions, and establish a care model that reflects temporal flexibility and sufficiency. By foregrounding the perspectives of care workers, this research offers practical insights into the effectiveness of night and holiday disability care services and proposes directions for developing sustainable care policies.
