국문 초록

본 연구는 사이버 공간에서 장애인의 디지털 시민성이 어떻게 구성되고 제약되는지를 장애문화 이론의 시각에서 고찰하였다. 사이버 공간은 겉보기에는 개방적인 환경처럼 보이지만, 실제로는 ‘정상성’ 중심의 규범, 시각 중심 인터페이스, 비장애인 전제로 한 설계 구조를 통해 장애인의 참여와 표현을 제한하는 구조적 배제 메커니즘이 작동한다. 이에 본 연구는 Cyber CPTED(Crime Prevention Through Environmental Design)의 네 가지 원칙-감시, 이동 통제, 활동 지원, 동기 강화-을 장애문화 이론과 통합한 분석 틀로 적용하여 문헌을 비판적으로 검토하였다. 연구 결과, 장애인은 감시 체계 내에서 비가시화되고 보호 대상에서조차 배제되며, ‘예외적 사용자’로 규정되어 디지털 이동성과 시민적 참여권에서 구조적 제약을 받는다. 또한 표현 활동은 기술적·문화적 억압 속에 놓이며, 동기 강화를 통한 주체적 참여 역시 실현되지 못하고 있었다. 함의로는 ‘디지털 권리의 문화화’를 제안하며, 기술 중심 접근을 넘어 권리 기반의 포용적 설계의 필요성을 강조한다. 또한 장애학, 디지털 미디어 연구, 사이버 공간설계 이론을 통합한 학제 간 접근(interdisciplinary approach)을 통해 디지털 시민성과 문화적 권력 구조에 대한 비판적 분석 틀을 제시함으로써, 포용적 디지털 사회 구현을 위한 정책·교육·플랫폼 설계에 이론적 기여하는 것에 그 의의가 있다.

영문 초록

This study examines how the digital citizenship of persons with disabilities is constructed and constrained in cyberspace, through the lens of disability cultural theory. Although cyberspace appears to be an open and inclusive environment, it is, in fact, structured by normative assumptions of “normalcy,” visual-centered interfaces, and design frameworks premised on non-disabled users. These cultural and technical conditions operate as mechanisms of structural exclusion, limiting the participation and expression of disabled individuals. To analyze this, the study applies a critical framework that integrates the four principles of Cyber CPTED (Crime Prevention Through Environmental Design)-surveillance, access control, activity support, and motivational reinforcement-with disability cultural theory. The findings reveal that persons with disabilities are rendered invisible within surveillance systems, excluded even from protection, and categorized as “exceptional users,” thus facing significant constraints in digital mobility and civic participation. Furthermore, their expressive activities are suppressed by both technical and cultural barriers, and motivational reinforcement for autonomous engagement is largely absent. As a key implication, the study proposes the “culturalization of digital rights,” emphasizing the need for rights-based inclusive design that transcends purely technological approaches. The study contributes theoretically by offering an interdisciplinary framework that integrates disability studies, digital media research, and cyber design theory, thereby informing policy, education, and platform development for a more inclusive digital society.
