국문 초록

연구목적: 본 고는 유치원 관리자와 교사의 CCTV 설치⋅운영 관련 어려움을 통해 유아교육 기관의 CCTV 설치⋅운영 방향성을 모색하는 데 목적이 있다. 연구방법: 국공립유치원 관리자 3명과 교사 6명, 사립유치원 관리자 3명과 교사 5명을 연구 참여자로 선정하여 2025년 4월 9일부터 4월 24일까지 FGI를 진행하였다. 연구결과: 유치원 관리자와 교사의 CCTV 설치⋅운영 관련 어려움은 4개의 주제에 8개의 범주로 드러났다. 첫째, 주체의 권리에서 소외되는 어려움이다. 정보 주체의 권리에서 소외되고, 교육 주체에서 소외되고 있었다. 둘째, CCTV 의무화 논의를 둘러싼 어려움이다. 감시체제가 만드는 잠재적 범죄자, 신뢰받지 못하는 기관과 교사 범주로 드러났다. 셋째, 안전과 아동 학대 예방의 목적이 전치된 어려움이다. 희미해진 실효성과 책임 소재 가리기로 나타났다. 넷째, 학부모 수요자와 유치원 공급자 관계로 작동하는 어려움이다. 강화되는 학부모의 알권리와 CCTV에 의지한 갈등 해결 범주로 드러났다. 결론: CCTV를 둘러싼 유치원 관리자와 교사의 어려움은 CCTV 관련 지침이 현장에 제대로 적용되지 못하는 데서 오는 어려움이 대다수였다. 따라서 유보통합을 맞이하여 유아교육 기관 CCTV 설치⋅운영의 법적 제도적 지침을 명확하게 재정립해야 할 것이다.

영문 초록

Purpose: This study aimed to explore the difficulties faced by kindergarten administrators and teachers regarding the installation and operation of CCTV systems. Methods: Three administrators and six teachers from public kindergartens, along with three administrators and five teachers from private kindergartens, were selected as research participants. Focus group interviews (FGI) were conducted from April 9 to April 24, 2025. Results: First, the research participants experienced difficulties stemming from being marginalized in terms of the rights of information subjects and educational entities. Second, the debate over mandatory CCTV installation created difficulties by treating kindergarten administrators and teachers as potential criminals, undermining trust in them. Third, they faced difficulties as the effectiveness of CCTV, intended for safety and child abuse prevention, became diminished. Prioritizing the assignment of responsibility to institutions and teachers led to a shift in the purpose of CCTV. Fourth, within the parent-as-consumer/kindergarten-as-supplier relationship, parents' right to know regarding CCTV was strengthened, leading to difficulties where conflicts within kindergartens were increasingly resolved by relying on CCTV footage. Conclusion: The difficulties faced by kindergarten administrators and teachers regarding CCTV stemmed largely from the failure to properly implement CCTV-related guidelines in practice. Therefore, with the integration of childcare and education, it is necessary to clearly reestablish the legal and institutional guidelines for the installation and operation of CCTV in early childhood education institutions.
