전시체제기(1937-1945) 노래운동과 감정의 문화정치

국문 초록

이 글은 전시체제기 노래운동이 감정 정치를 수행하는 선전 기제로 어떻게 작동했는지를 규명하는 데 목적을 두었다. 조선문예회와 조선음악협회가 국민정신총동원연맹, 국민총력조선연맹 등 동원기구와 협력하여 전개한 노래운동의 과정에서 제작·보급된 악보를 분석하고 그 노래의 정치적 맥락과 협력 구조, 보급 경로, 노랫말의 주제와 음악적 특징을 종합적으로 규명하였다. 중일전쟁 이후 노래운동은 ‘건전’과 ‘명랑’이라는 감정 기조를 내세우며 대중의 감정을 일정한 방향으로 조직하였다. 각종 행사와 집단 활동에서 가창된 노래들은 권위에 대한 순응과 후방 대중의 헌신, 전쟁 동원의 정서적 수용을 자연스럽게 유도하며 개인의 일상 리듬을 전시체제에 종속시켰다. 내선일체, 총후봉공, 총동원과 같은 통치 이념은 노랫말의 중심 주제였으며, 부점리듬이 두드러진 2박 계열의 일본 군가 양식은 군국주의 이데올로기를 정서적으로 내면화하는 데 기여했다. 이 논문은 전시체제기 음악문화를 감정 정치의 차원에서 새롭게 조명한다는 점에서 의의를 지닌다. 나아가 감정 정치를 가능케 한 노래운동의 구조를 성찰하는 과정은 오늘날 예술의 사회적 기능과 윤리적 책무를 되새기게 한다.

영문 초록

This study examines how the Song Movement during the wartime regime functioned as a propaganda mechanism that enacted the Cultural Politics of Emotion. Special attention is given to the National Singing Campaign, in which the Joseon Literary and Arts Association and the Joseon Music Association, in collaboration with the Joseon League for National Mobilization, took the lead. The research collected and analyzed song scores created and disseminated through this campaign, alongside their political background, collaborative structures, modes of distribution, lyrical themes, and musical features. Newspapers, magazines, official publications, and materials issued by mobilization organizations were cross-examined to identify the intersections between music and politics. The analysis demonstrates that the Song Movement organized public emotions by promoting the affective codes of Dutifulness (geon-jeon) and Cheerfulness (myeong-rang). Songs performed at various events and collective activities encouraged obedience, devotion, and acceptance of wartime mobilization as natural sentiments, thereby subordinating the rhythms of everyday life to the wartime regime. In particular, well-known Patriotic Marches, together with themes such as naisen ittai (Japan-Korea unity), rear-area service, and total mobilization, were central to the lyrics. Musically, dotted rhythms in duple-meter forms modeled after Japanese military songs were widely employed, and the activities of the Vocal Instruction Corps further facilitated the emotional internalization of militarist ideology. This study sheds new light on wartime musical culture from the perspective of the Cultural Politics of Emotion. Moreover, by reflecting on the structural mechanisms of the Song Movement that enabled emotional mobilization, it invites renewed consideration of the social functions and ethical responsibilities of art today.
