시큐리티 분야에서 드론 교육의 방향성 모색: 공통 기본교육을 중심으로

국문 초록

시큐리티 업무에서 드론 운용을 위한 교육은 초기 단계에 머물러 있다. 이러한 문제로 인하여 시큐리티 분야에 적용 가능한 드론 교육의 방향성을 모색하는 데 목적을 두고, 드론 관련 문헌자료 및 분야별 전문가들과의 심층 면담을 통해서 결과를 도출하였다. 민간·소방·경찰·군사 분야의 드론 교육에 공통적으로 활용할 수 있는 기본교육은 네 가지로 정리된다. 첫째, 법률 교육이다. 시큐리티 분야에서 드론의 활용은 관련 현행 법률을 근거로 두어야 하며 원활한 업무수행을 위해서 법률의 숙지가 이루어져야 한다. 둘째, 직무특화 교육이다. 시큐리티 현장에서 필요한 업무 지식을 체계화하고 분야별로 특화된 드론 교육과정을 편성해야 한다. 셋째, 조종기법 교육이다. 야간 비행, 위험한 현장, 도심지, 실내 비행 등과 같이 다양한 비행 환경에 적합한 드론 조종기법 교육을 진행해야 한다. 넷째, 팀 교육이다. 조종자·부조종자를 중심으로 조종과 그 밖의 임무를 분담하고, 다기 능화된 임무 장비 운용을 위하여 팀 단위의 교육을 추진해야 한다. 시큐리티 분야에서 드론은 높은 활용성을 가지고 있으며, 네 가지의 공통 기본교육은 향후 드론 교육 과정 표준화의 방향성이 될 수 있다. 앞으로 시큐리티 분야에서 드론 활용은 전문인력 육성을 위한 교육 과정의 체계적인 구축을 통하여 한층 더 발전해 나아가야 할 것이다.

영문 초록

The purpose of this study is to find the direction of drone education applicable to the security field. In particular, the value and the necessity can be found in presenting basic education that can be commonly applied to drone job training in the fields of civil security, fire fighting, police, and military in charge of security affairs. For this study, drone related literature data were analyzed and in-depth interviews with experts in each field were conducted. Drone education for operation in each field of security is still in its early stages. Accordingly, the basic education of drones necessary for security work was organized into the following four categories due to the need to systematically establish the drone's education system in the work of each security field. First, it is legal education related to the work of each security field. All operations related to drones in the field of security should be carried out on the basis of relevant current laws. Therefore, there is a need for related legal education that is directly applied in relation to business performance, such as drone related laws and security related fields. Second, it is job specific education for each field of security work. It is necessary to organize work knowledge necessary in the security field and organize specialized curriculum for each field. Third, it is the training of drone flight control techniques in each field of security work. For example, training in drone control techniques suitable for various flight environments such as night flights, dangerous sites, downtowns, and indoor flights is needed. Fourth, it is team training for drone flight control. In each field of security, role sharing education with pilots, controllers, co-pilots, situation rooms, etc. is required, and team level work training is required for the operation of mission equipment, which is becoming more multifunctional. The use of drones in the work of each security sector should lay the foundation for integrated infrastructure construction through easing laws and systems, and implement policies for activation and expansion. Under the policy basis for the revitalization of drones, it will be possible to have a systematic manpower training and education and training system for training professionals in drone security according to the needs of demanding institutions.
