국문 초록

자치경찰제도의 유용성은 지방행정과 치안행정을 연계하고 해당 지역의 특성에 적합한 치안서비스를 제공하는 것에 있다. 자치경찰제도가 본래적 의미를 실현하고 지역사회에서 성공적인 제도로 정착하기 위해서는 건강한 주민자치의 생태조성이 무엇보다 중요하다. 시민중심의 자치경찰제를 구현하기 위해서는 자치경찰제의 주민참여적 요소에 대한 전향적인 변화를 통한 적극적 협력이 선행되어야 한다. 자치경찰제도 도입 이후 주민의 역할과 참여의 중요성이 증대된 만큼 자치경찰제 하에서 주민의 역할과 관계에 대한 재정립이 이루어질 필요가 있는 것이다. 이를 토대로 본 연구에서는 주민참여의 의미와 중요성을 검토하고 주민참여에 영향을 미치는 요인에 대해 확인한후 바람직한 자치경찰제의 운영을 위한 주민참여 방안에 대해 제시하고자 하였다. 독립변수로 사용된 변수들 중 다른 변수에 비해 자치경찰제도의 인식수준이 상대적으로 낮다는 점을 확인할 수 있었으며, 제도인지수준과 경찰활동 평가수준 및 안전인식수준 모두 자치경찰활동 참여의사에 유의미한 영향을 미치고 있는 것으로 나타났다. 변수들의 영향력의 크기를 비교했을 때, 자치경찰제 도에 대한 인지수준이 경찰활동의 참여의사에 높은 영향을 주었다. 주민들의 자치경찰제도에 대한 인식수준을 끌어올리는 것이 적극적인 주민참여를 유도할 수 있는 방법이라는 점을 통해 개선방안을 제시하였다.

영문 초록

The purpose of the autonomous police system is to link local administration and security administration and provide security services suitable for the characteristics of the region, and residents' participation is essential to realize its original meaning and establish a successful system in the community. In order to implement a citizen-centered autonomous police system, a new approach to the participatory elements of the autonomous police system is needed. As the importance of residents' roles and participation has increased since the introduction of the autonomous police system, it is necessary to redefine the roles and relations of residents under the autonomous police system. Therefore, after reviewing the meaning and importance of residents' participation, this study attempted to review the factors affecting residents' participation and to examine ways to participate in residents for the proper operation of the self-governing police system. Among the variables used as independent variables, it was confirmed that the level of perception of the autonomous police system was relatively lower than that of other variables, and both the level of system recognition, police activity evaluation, and safety awareness had a significant effect on the intention to participate in autonomous police activities. When comparing the magnitude of the influence of the variables, it was confirmed that the level of awareness of the autonomous police system had a high influence on the intention to participate in police activities. Based on the results of the study, several improvement measures were suggested on the premise that raising the level of awareness of the autonomous police system of residents is a way to induce active participation of residents.
