국문 초록

과학수사는 범인의 식별, 증거의 수집과 분석 등 경찰이 범죄를 해결하는데 결정적인 기여를 하고 있다. 경찰에서는 이런 과학수사의 전문성과 객관성 확보를 위해 기존 경찰서 단위 운영체제에서 2014년부터 광역과학수사체제로 개편·운영하고 있다. 하지만 인력이 증원되지 않은 상황에서의 갑작스러운 제도 개편으로 인해 인력부족, 과학수사 관련 인프라 부족, 출동시간 지연으로 인한 민원발생, 형사와 과학수사 요원 간의 유대 약화 등의 문제점들이 일선에서 나타나고 있다. 이에 이 연구에서는 과학수사의 효율적 운영을 위해 점진적 인력증원, 조직의 상황에 맞는 유연성 있는 조직 개편·운영, 전문성 강화를 위한 전문인력 양성, 과학수사 매뉴얼 개발 및 실습 위주의 교육 운영, 경학협력을 통한 전문성 강화 프로그램 마련 등을 제시하였다.

영문 초록

Crime scene investigation has been making a decisive contribution to the resolution of crime by police, including identification of criminals, collection and analysis of evidence. In order to secure the expertise and objectivity of such crime scene investigations, the police have been reorganized and operated under the metropolitan crime scene investigation system since 2014. However, due to the sudden reorganization of the system with no additional human resources, problems such as human resource shortage, lack of infrastructure related to crime scene investigation, civil complaints caused by delay, and weakening ties between detectives and investigators are emerging. In this study, to increase the efficiency of scientific investigation, it is necessary to increase gradual workforce, reform and operation for flexible organization, develop specialized experts and crime scene manuals, and train programs focused on practical training.
